Über

The Regulatory Operations Officer – Extended Producer Responsibility (EPR) will oversee and ensure compliance with the Alberta Recycling Management Authority's (ARMA) Extended Producer Responsibility (EPR) regulations and programs. This position will work closely with obligated producers, Producer Responsibility Organizations (PROs), and other stakeholders to ensure they meet their reporting and payment obligations under the EPR regulation. The role will also include overseeing complex compliance reviews, analyzing supply reports, and providing leadership on escalated cases. This position will require expertise in EPR systems, regulatory environments, and stakeholder management.

Core Responsibilities:

Compliance Oversight & Enforcement
:

  • Lead compliance reviews and audits of registered producers, PROs, and processing facilities to ensure adherence to EPR regulations.
  • Investigate and address potential violations, escalating issues when necessary and following due process to ensure regulatory integrity.
  • Provide leadership and technical guidance on compliance matters, especially those related to EPR obligations under the
    Extended Producer Responsibility Regulation
    194/2022.

Regulatory Reporting and Review:

  • Oversee the review of annual and supply reports, material management reports, and third- party verification reports from producers and PROs.
  • Ensure completeness, accuracy, and compliance of reported data.
  • Lead the analysis of brand data and product categorization to reduce duplication and ensure compliance with EPR standards.

Stakeholder Engagement and Education:

  • Facilitate communications with producers, PROs, and other stakeholders to educate and guide them on their EPR obligations and reporting processes.
  • Provide training and support to stakeholders to ensure timely and accurate reporting.
  • Develop and deliver guidance materials (FAQs, training materials, updates to ARMA's website) to support stakeholder compliance.

Escalation Management:

  • Handle complex or escalated compliance cases, providing direction to junior compliance staff and ensuring timely resolution.
  • Draft detailed non-compliance reports and provide recommendations for follow-up actions.

Risk-based Compliance Framework:

  • Apply ARMA's risk-based compliance framework to identify and address non-compliance issues.
  • Monitor trends in compliance and develop strategies to address recurring issues or emerging risks.
  • Conduct research on free-riders and ensure timely follow-up with Registration Administrators to address gaps.

Collaboration and Reporting:

  • Work collaboratively with the regulatory operations team, EPA staff, and external stakeholders to ensure all obligations are met under EPR regulations.
  • Support the development of regulatory compliance bulletins and procedural documents.
  • Assist with annual fiscal year-end reporting and provide regular updates on compliance review results.

System Management & Continuous Improvement:

  • Ensure the effective use of ARMA Connect and other systems for data entry, reporting, and compliance tracking.
  • Continually improve internal processes and procedures to enhance compliance activities, efficiency, and service to stakeholders.

Qualifications:

Education
:

  • Post-secondary diploma or certificate from an accredited institution in a field such as Compliance, Investigation, Community or Economic Development, Business Administration or environmental studies. Advanced education in regulatory compliance is an asset.

Experience:

  • Minimum 2 – 5 years of experience in regulatory compliance, auditing, or a related field, with a focus on environmental or producer responsibility regulations.
  • Experience working with regulatory frameworks in EPR or similar compliance systems is highly desirable.
  • Strong understanding of compliance enforcement procedures and administrative law principles.

Skills and Abilities:

  • Excellent critical thinking, analytical, and problem-solving skills.
  • Strong communication skills, both written and verbal, with the ability to articulate complex issues to stakeholders at all levels.
  • Ability to manage complex compliance issues, conduct investigations, and prepare reports in alignment with administrative lawstandards.
  • Knowledge of data analysis tools (Excel, Power BI, etc.) and ability to generate reports to identify compliance issues.
  • Strong attention to detail, organizational skills, and the ability to work independently in a fast- paced environment.
  • Experience with Salesforce or similar CRM systems is considered an asset.

Working Conditions:

  • Occasional travel within Alberta and to other provinces may be required.
