About The Role
The Program Manager – Controls is a full-time role in Los Angeles, CA, that provides leadership and oversight of project controls functions—including cost management, scheduling, risk analysis, and reporting—across large and complex construction and infrastructure programs. This role ensures that projects are executed within scope, schedule, and budget, while maintaining compliance with client requirements and industry standards. The Program Manager – Controls collaborates with project managers, executives, and stakeholders to deliver accurate forecasting, effective risk management, and strategic decision support.
Key Responsibilities
- Leads and oversees project controls activities, including budgeting, scheduling, risk management, change management, earned value analysis, and management information system and reporting activities.
- Ovesees and manages project control activities and resources in engineering and construction through all capital project lifecycle phases on Metro capital projects.
- Establishes, maintains, implements, and audits cost and schedule management activities for all departmental projects to ensure compliance with policies, procedures, and plans.
- Reviews, analyzes, and interprets project design and construction budgets, schedules, and costs to ensure conformance with authorized scope, time, and dollar requirements.
- Reviews, analyzes, and monitors actual project performance related to cost and schedule management activities.
- Develops, implements, and maintains project control systems, processes, and procedures to ensure consistency and accuracy across projects.
- Provides senior-level review and approval of project schedules, cost forecasts, trend analyses, and performance metrics.
- Monitors project performance against baselines, identifies variances, and recommends corrective actions.
- Directs the preparation of regular status reports, dashboards, and forecasts for clients and executive leadership.
- Manages change control processes and ensures timely evaluation and incorporation of scope, schedule, and cost changes.
- May support risk management efforts, including development of risk registers, mitigation plans, and scenario analyses.
- Mentors and guides project control teams, ensuring professional growth and high-quality deliverables.
- Collaborates with project managers, contractors, and consultants to ensure alignment with program goals.
- Supports proposal development, contract negotiations, and business development activities as required.
Qualifications/Requirements
- Bachelor's degree in Construction Management, Engineering, Business, or related field
- 15+ years of progressive experience in project controls, cost management, or scheduling, with at least 5 years in a leadership role
- Proven experience managing project controls on large-scale infrastructure, transportation, or public works projects
- Proficiency in scheduling software (Primavera P6, MS Project) and cost management tools
- Strong knowledge of earned value management (EVM), risk management, and change control processes
- Excellent analytical, organizational, and problem-solving skills with strong attention to detail
- Exceptional communication and presentation skills, with the ability to interact effectively with senior leadership, clients, and multidisciplinary teams
- Demonstrated leadership ability to manage teams and deliver results in a fast-paced environment

Compensation
- $270,400 annually
