Job Description
Provides leadership in the area of health services. Performs other duties as assigned.
Responsibilities
- Provides leadership in initiating, developing, coordinating and evaluating the School Health Services Program to meet the system-wide goals in collaboration with the Director for Student Services and the Bureau Director of Clinical Services, Baltimore County Department of Health.
- Provides direction and recommendations on school health issues and concerns to school-based administrators, staff, and parents.
- Provides clinical supervision and evaluates the performance of school health supervisors, school nurses and health assistants.
- Develops protocols and procedures to meet the health needs of students and staff within the parameters of safe nursing practice in compliance with Board of Nursing practice, federal, state, and local regulations.
- Establishes partnerships among Baltimore County Public Schools, Departments of Health, and other community agencies to expand and enhance health services for students, families, and staff.
- Interprets school health regulations, laws, and policies for school-based administrators, staff, and parents.
- Provides clinical programs for employee health, including the annual flu vaccine program and the blood borne pathogen program.
- Consults with the Department of Facilities Management and Strategic Planning or the Office of Facilities Operations and Logistics on measures to address environmental health.
- Coordinates and oversees enhanced, collaborative, clinical health programs, including the school-based health center program and community partnerships for mental health, vision and dental services.
- Oversees and coordinates the development and implementation of health training programs for employees and the school community, including CPR, first aid, and Stop the Bleed that promote a safe environment that supports student achievement.
- Develops and provides professional development activities in consultation with the Department of Employee Training & Development for school health services staff to ensure a quality program that is current and addresses identified health needs.
- Writes and manages federal, state, and private grants to support core and enhanced school health services for students and families.
- Develops and administers operating, capital, and other budgets, and monitors business operations to ensure the efficient and effective use of resources. Plans, budgets, manages, and assesses health services expenditures to ensure that the needs of students and staff are met.
- Plans for adequate school health staff and effective utilization of school health services personnel and ensuring that the roles of school health services staff are implemented in accordance with the school system's policies, procedures, and the Board of Nursing regulations.
- Coordinates with related departments and programs, such Special Education, Student Support Services, Athletics, School Safety, Health Education, Early Childhood Education and others, in order to meet the health needs of special populations.
- Participates in countywide emergency management initiatives.
Qualifications
Education, Training, and Experience:
- Graduation from an accredited college or university with a master's degree in nursing or a related field.
- Three years of successful nursing experience, preferably in school health.
- Two years of experience in a leadership capacity.
- Clinical competence in working with school-age children.
Licenses And Certificates
- Possession of a valid license to practice registered nursing (RN), issued by the Maryland Board of Nursing is required.
- Certification in Cardio-Pulmonary Resuscitation is required.

- Thorough knowledge of the principles and practices of health services provision and administration.
- Demonstrated skill and experience in working with diverse populations.
- Exemplary skills in organization, interpersonal relations, and decision-making.
- Ability to prioritize work, follow through independently, and work collaboratively.
Physical And Environmental Conditions
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.
Conditions Of Employment
Persons appointed to this class may be required to work beyond their normally scheduled hours with little or no advanced notice

RETIREMENT:
Eligible for the Maryland State Retirement System.
GRADE:
CASE, Grade 11
SALARY:
$110,669 - $167,688 (Valid Until 12/31/2025)
$112,586-170,594 (Effective 1/1/2026)

OTHER COMPENSATION:
Position may be eligible for relocation bonus, extra duty activities pay, or other student activities pay as defined in the applicable Bargaining Unit Agreement.
