Job Description

Summary

The Fee-For-Service Testing Manager for quality assurance supports the Government Programs and Services Medicaid Fee-For-Service organization, and is responsible for analyzing clients' requirements and developing, executing, and monitoring comprehensive quality assurance and testing strategies related to client implementations, configuration changes, client customizations, and enhancements for assigned programs and related services.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Drives the development of the overall testing strategy for client implementations, configuration changes, customizations, and system enhancements.
  • Develops, implements, and manages processes to ensure that all products and services meet the requirements for quality, functionality, and reliability.
  • Identifies and sets appropriate quality standards for all products and services.
  • Communicates quality standards and parameters to the development team, configuration team, quality assurance team, product team, and other appropriate resources.
  • Ensures the appropriate testing tools and environments are provisioned, configured, and available.
  • Creates and manages master testing plans and strategy documents.
  • Maintains traceability of test plans/test cases to client and business requirements.
  • Coordinates all quality assurance testing processes, which will include:
  • System testing
  • Configuration testing
  • Integration testing
  • Data conversion testing
  • Performance testing
  • Compatibility testing
  • Penetration/vulnerability testing
  • Compliance testing
  • End-to-end testing
  • Acceptance testing
  • Performs testing as needed.
  • Facilitates client review and acceptance of testing/test results.
  • Identifies, analyzes, and documents/records issues, bugs, defects, and other problems; ensures prompt and thorough remediation to meet client and business requirements.
  • Remains knowledgeable of and maintains compliance with federal, state and other applicable laws, regulations, guidelines, and policies.
  • Drives testing process improvement activities.

Client Responsibilities

This is an internal and external client facing position that requires excellent customer service skills and interpersonal communication skills (listening/verbal/written). One must be able to; manage difficult or emotional client situations; Respond promptly to client needs; Solicit client feedback to improve service; Respond to requests for service and assistance from clients; Meet commitments to clients.

Education and/or Experience

BS/BA and 9+ years' experience or equivalent combination of education and experience, and 6 years' of SME in respective areas

Computer Skills

To perform this job successfully, an individual should have:

  • Advanced knowledge of Microsoft Office software (Outlook, Word, Excel and PowerPoint)
  • Advanced knowledge of MS Project and Visio
  • Intermediate knowledge of at least one content management system (e.g. SharePoint, Confluence, wiki)
  • SQL query development
  • Intermediate knowledge of Jira or other SDLC tools and platforms
  • Demonstrated ability to learn new software tools

  • Golden32 or other equivalent database browsing software
  • Excel macro programming

Work Location

This position works on-site at the San Diego Headquarters or other company location (or from a remote location with management approval based on business requirements). Must provide adequate support to internal clients; be available for regular interactions and coordination of work with other employees, colleagues, clients, or vendors; as well as be available to facilitate effective decisions through collaboration with stakeholders.

Working Hours

This is an exempt level position requiring the incumbent to work the hours required to fully accomplish job responsibilities and reasonable meet deadlines for work deliverables. The individual must have the flexibility to work beyond traditional hours and be able to work nights, weekends or on holidays as required. Work hours may be changed from time to time to meet the needs of the business. Typical core business hours are Monday through Friday from 8:00am to 5:00pm.

This position requires no travel however attendance maybe required at various local conferences and meetings.
