This recruitment will establish an employment list to fill current and any future vacancies within the Health and Human Services Agency
Minimum Qualifications
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education:
- Bachelor's degree in social work, nursing, psychology, counseling, gerontology, sociology, or rehabilitation, or closely related field.
Experience:
- Two years of increasingly responsible experience working in a social services agency and/or providing services to the older adult and/or dependent adult population in a social services agency.
For positions placed in the Multipurpose Senior Services Program (MSSP) candidates must have:
Education:
- Master's degree in social work, nursing, psychology, counseling, gerontology, sociology, or rehabilitation, or closely related field.
Experience:
- Two years of increasingly responsible experience working in a social services agency and/or providing services to the older adult and/or dependent adult population in a social services agency.
Equivalencies for Education:
- Bachelor's degree in social work, nursing, psychology, counseling, gerontology, sociology, or rehabilitation, or closely related field. (If efforts to recruit qualified applicants for staff vacancy have been unsuccessful, the County may request an exemption to hire a candidate who does not meet the minimum qualifications. This request must be submitted to and approved by the California Department of Aging (CDA) prior to extending an offer to hire.)
Knowledge of:
- Principles, methods and resources in the field of public health, mental hygiene, education, correction and rehabilitation as they relate to public social service.
- Techniques of supervision, training and of casework consultation to staff members.
- Laws, rules and regulations governing the operation of the public social services agencies.
- Social service research methods.
- Resources available in the community for referral or utilization in social service programs.
- Child development
- Child abuse dynamics
- Interviewing and counseling methods and techniques.
- Casework Concepts.
- Functions of public social service agencies and the principles of public social service administration.
- Principles and practices of supervision, evaluation and training.
- Basic Math including addition, subtraction, multiplication, and division.
Skill/Ability to:
- Plan, assign and supervise the work of others.
- Present verbal and written reports concisely and clearly.
- Analyze situations accurately and adopt effective course of action.
- Develop and maintain cooperative working relationships with agency staff, community groups and resource agencies.
- Verbally communicate sufficient to explain technical information to people of various socio-economic, cultural, and educational backgrounds.
- Read, interpret and explain rules, regulations, policies and procedures pertaining to social services programs.
- Write clear, concise, grammatically correct case narratives, reports, records and letters.
- Follow verbal and written instructions.
- Retain and recall information
- Establish rapport and maintain effective working relationships with others.
- Use patience, tact and courtesy in dealing with people under various circumstances and under emotional stress.
- Keep systematic and accurate records.
- Collect and evaluate information, draw valid conclusions and make appropriate recommendations.

License or Certificate:
- Possession of, or ability to obtain, an appropriate, valid California driver's license.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

Benefit Amount:An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance:A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement:The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave:12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D:$10,000; Provided by Standard Insurance Company.
Disability Insurance:Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation:A voluntary deferred compensation plan is available.
