The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Research Scientist 3 will serve as a team lead in the Bureau of Population Health within the Division of Data Strategy and Management (DSM). Under guidance from the Bureau Director, they will supervise and conduct a broad range of research, analysis, reporting, and evaluation activities as well as managing the day-to-day activities of their team. Specific duties may include, but are not limited to: · Responsible for the project management and development of internal and public-facing Tableau dashboards that provide accurate, timely and actionable data. Data sources may include, but are not limited to, Medicaid data, enrollment data, case management records, survey data, and data from other agencies and organizations. · Act as OPWDD's Tableau Site Administrator by creating and managing users and groups, organize and certify content, and monitor site analytics. Coordinate license allocations and provisioning with ITSM. · Collaborate with peers across the agency to ensure best practices are used with Tableau. · Responsible for the updating and expansion of Data Management and Strategy's website presence. Prepare infographics, reports, and presentations for both public dissemination and publication on OPWDD's website which help to guide and inform executive leadership on key programmatic areas, as well as ensuring public-facing data products are accessible and understandable to stakeholders. · Participate in OPWDD's development of metrics and data systems that address the delivery of culturally competent services, population health, and the social determinants of health for those with I/DD. Identify metrics that measure progress in outcome achievement and assist in program management and evaluation of OPWDD policy. · Using a wide range of research methods, programs, and data sources to conduct descriptive and inferential analyses to support agency wide-initiatives related to Medicaid utilization, public health, service quality and outcomes. Data sources may include, but are not limited to: Medicaid data, enrollment data, case management records, survey data, and data from other agencies and organizations. Programs include SAS (preferred), SPSS, SQL, and R. · Interacting with a multidisciplinary team of internal and external peers to communicate progress and outcomes of planned work regularly, effectively, and openly.· Collaborate with other research scientist and analytical staff on all phases of research and contribute to healthcare policy recommendations based on applied research findings. This including the planning, design, and execution of research projects, including developing research questions, formulating hypotheses, identifying an appropriate research design and methodology, and interpreting findings. Assist in identifying areas for research that will impact agency operations and conducts research independently.· Takes major responsibility for, and oversight of, projects with limited supervision. This includes identifying and mitigating risks associated with all workplans, projects and activities, including ensuring proper allocation of resources. · Telecommuting may be discussed at interview. The minimum qualifications required for this vacancy. Minimum Qualifications Bachelor's degree and four years of professional research experience in Mathematics, Statistics, Engineering, Biostatistics, Public Health, Epidemiology, Psychology, Sociology, Communications, Health Informatics, or a related field. Substitutions: Master's degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience. PREFERRED QUALIFICATIONS: Strong statistical and data management skills. Proficient in the use of data visualization tools such as Microsoft Power BI or Tableau - Tableau experience is strongly preferred. Experience with SAS, SPSS, R and/or SQL, Microsoft Excel, Word and Power Point. Experience extracting, merging, and linking health care datasets, including Medicaid data, for the application of higher order analysis. Knowledge of statistical methods and their application for predictive analytics. Excellent communication and organizational skills. The ability to work independently, as well as in a team environment.
