General Description Of Class
This is highly skilled work in operating various heavy and complex equipment used in roadway, drainage, utilities, and municipal construction and maintenance work. Work involves responsibility for the safe and efficient operation of the heavy and complex types of construction and maintenance equipment used in the more difficult construction and maintenance operations. Employees in this classification may also oversee Equipment Operator I and perform manual tasks related to equipment operation. A supervisor reviews and inspects work while in progress and upon completion.

Essential Functions

  • Operates all terrain excavator, concrete truck, bobcat rubber tire backhoe, front-end loader, steel rollers, in addition to the skilled operation of motor grader, gradall, and excavator.
  • Drives and operates trucks and transports materials needed for projects and keeps all equipment on trucks in working order.
  • Operates excavator in digging ditches, laying pipe, and cutting down slopes.
  • Reads and interprets grade and must be able to finish grade according to blueprint specifications.
  • Performs light maintenance and servicing in connection with heavy equipment operation.
  • Must be available for emergency call outs.
  • May be required to participate and/or facilitate training to support departmental or City initiatives and requirements.
  • May be required to work overtime or alternate hours as necessary for the efficient operation of the department.
  • Position is designated as Mission Critical.

  • Performs related work as required.

Qualifications (education, Training And Experience)

  • High school diploma from an accredited school or a GED.
  • Two years of experience operating construction and maintenance equipment and heavy trucks.

Special Requirements

  • Must possess and maintain a valid driver's license.
  • Must be able to obtain Class "A" or "B" CDL with appropriate endorsements as required by the employing department within six months of employment.
  • Must pass and maintain training in: Traffic Control, Trenching and Shoring, and Confined Spaces within one year of employment.
  • Must be able to pass and maintain training in Traffic Control within six months of employment.
  • Required to participate in the stand-by/call-out rotation to address problems after normal working hours and on weekends.
  • Required to pass and maintain qualifications for:
  • Respiratory Protection Physical
  • Pulmonary Function
  • Qualitative and Quantitative Fit Test(s).

Knowledge, Skills, Abilities
KNOWLEDGE

  • Considerable knowledge of the general practices applied in the care and safe operation of various heavy construction and maintenance equipment.
  • Considerable knowledge of the laws and regulations pertaining to the proper operation of equipment around utilities and upon roads, streets, and alleys.

Skills

  • Skill in operating various heavy construction equipment and trucks.

Abilities

  • Ability to maintain and make minor emergency repairs and adjustments to various heavy equipment.
  • Ability to understand and follow oral instructions, written instructions, and diagrams.
  • Ability to establish and maintain effective working relationships with co-workers, other City employees, and the general public.

Working Environment/Physical Requirements

  • The job requires heavy work that involves lifting, shoveling, walking or standing most of the time, and carrying 35 to 100 pounds on a regular and recurring basis along with exerting up to 100 pounds of force on a frequent basis.
  • The job risks exposure to bright/dim light, wet or humid conditions, disease, pathogens, extreme noise levels, traffic, toxic/caustic chemicals, fumes, noxious odors, moving machinery, heights, dusts, pollen, extreme cold, and heat.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
  • The job may require work in confined spaces.

Annual Leave

Annual leave is accumulated bi-weekly and based upon years of service as follows:

Annual leave may be taken as earned by employees hired after January 1, 1989. Employees hired prior to that date use annual leave within the calendar year following the year the leave is earned. All employees may carry over up to a maximum of twenty (20) days at the end of the calendar year. Regular part-time employees who work at least twenty (20) hours per week accrue annual leave at the rate of four (4) hours per month.*

Sick Leave

Sick rate is accrued biweekly based upon years of service and standard hour classification. Eligible for use as soon as earned. Regular part-time employees who work at least twenty (20) hours per week accrue sick leave at the rate of four (4) hours per month.

  • NOTE: REGULAR employees with a working day other than eight (8) hours, please contact your supervisor regarding these policies.

Sick Leave Pool

Allows employees to receive sick leave benefits in cases involving catastrophic or long-term illnesses or injuries after all personal leave time has been depleted. Regular full-time employees contribute eight (8) hours and Regular part-time employees contribute four (4) hours on an annual basis. Employees must have completed one full year of service on or before December 31st of the calendar year enrollment; and have accumulated at least forty (40) hours of sick time (twenty (20) hours for Regular part-time employees). Participation in this program is voluntary.

Family & Medical Leave

Federal legislation guarantees up to twelve (12) weeks per year off work under certain circumstances outlined in the policy manual. The employees must have been employed by the City for at least twelve (12) months and have at least 1,250 hours of service during the 12-month period before the requested leave. The City will continue its group life and health insurance for an employee on leave at the same level and under the same conditions that existed while the employee was working.
