Position Summary

The Chief Operating Officer (COO) is responsible for overseeing all operational aspects of the concrete construction company, including field operations, project execution, personnel management, cost control, safety compliance, and operational systems. The COO ensures that projects are delivered on time, within budget, and in accordance with contractual, safety, and quality standards.

The COO reports directly to Ownership and is accountable for operational performance, profitability, and scalability of the organization.

Key Responsibilities

  1. Field Operations & Production Oversight

  2. Direct oversight of all field crews, superintendents, and foremen

  3. Assign crews to projects based on scope, schedule, and manpower needs
  4. Monitor daily and weekly production metrics (labor hours, yardage, output)
  5. Ensure consistent quality standards across all job sites
  6. Resolve operational issues related to manpower, equipment, or sequencing

  7. Project Execution & Scheduling

  8. Develop and manage master schedules for all active projects

  9. Coordinate concrete pours with excavation, rebar, plumbing, inspections, and suppliers
  10. Ensure jobsite readiness prior to pours (forms, embeds, inspections, access)
  11. Address schedule disruptions due to weather, inspections, or material delays
  12. Communicate schedule risks or changes to ownership and clients

  13. Financial & Job Cost Control

  14. Review job cost reports on a weekly basis

  15. Monitor labor efficiency, material usage, equipment costs, and subcontractor expenses
  16. Identify margin erosion early and implement corrective action
  17. Ensure all change orders are properly priced, approved, and documented
  18. Prevent unauthorized scope creep or unapproved field changes

  19. Procurement & Equipment Management

  20. Manage supplier relationships for concrete, rebar, formwork, and pumping services

  21. Negotiate pricing and availability with vendors
  22. Oversee equipment utilization, maintenance schedules, and repair planning
  23. Evaluate rent vs. own decisions for equipment and specialty tools

  24. Safety, Compliance & Risk Management

  25. Enforce OSHA compliance and company safety policies

  26. Conduct safety meetings and ensure proper documentation
  27. Investigate incidents and implement corrective measures
  28. Reduce workplace incidents, insurance claims, and EMR ratings
  29. Ensure work complies with plans, specifications, and municipal requirements

  30. Systems, Processes & Scalability

  31. Develop and enforce Standard Operating Procedures (SOPs) for field operations

  32. Implement project management and reporting systems
  33. Standardize workflows for job startup, execution, and closeout
  34. Provide ownership with operational dashboards and reporting
  35. Build repeatable systems to support company growth

  36. Leadership & Personnel ManagemenT

  37. Recruit, train, and retain key operations staff

  38. Mentor foremen and superintendents into leadership roles
  39. Establish performance expectations and accountability measures
  40. Address performance issues through coaching or corrective action
  41. Foster a culture of safety, accountability, and quality workmanship

  42. Client & Stakeholder Relations

  43. Serve as senior operational contact for clients and general contractors

  44. Attend jobsite meetings as required
  45. Resolve escalated client or project issues professionally
  46. Maintain strong working relationships with inspectors and engineers

Qualifications

  • 8+ years of experience in concrete construction operations
  • Proven experience managing multiple crews and projects simultaneously
  • Strong understanding of job costing, scheduling, and production metrics
  • Leadership experience with field and management teams
  • Strong organizational, communication, and decision-making skills

Reporting Structure

  • Reports directly to Ownership / Managing Partner
  • Oversees Superintendents, Foremen, and Operations Staff

Job Type: Full-time

Pay: $70, $100,000.00 per year
