Responsibilities:

JOB PURPOSE

The Senior Technical Delivery Manager is responsible for leading, optimizing, and scaling the Agile delivery function for the enterprise Data & Analytics organization. This role drives all delivery methodologies, ceremonies, and execution frameworks across data engineering, analytics, BI, AI/ML, and cloud platform teams.

The Technical Delivery Manager ensures the development organization operates with clear processes, accountability, and predictable outcomes by managing Agile pods, establishing standards in Azure DevOps, and removing delivery bottlenecks. This role plays a critical part in orchestrating alignment between Product, Architecture, and Delivery teams—enabling the business to receive high-quality, timely, and strategically aligned data solutions.

This position is both strategic and operational: defining the systems and structure that guide how work is delivered, while also actively managing the day-to-day flow of execution for a 15+ contractor development team and multiple cross-functional initiatives.

Key Accountabilities

  • Delivery Leadership & Agile Framework Ownership
    • Owns and evolves the Agile delivery operating model, processes, and ceremonies across all Data & Analytics delivery teams.
  • Designs and governs templates, standards, and best practices for epics, features, user stories, acceptance criteria, technical specs, and workflow design.
  • Leads sprint planning, sprint reviews, retrospectives, and backlog readiness, ensuring delivery teams are prepared and aligned.
  • Azure DevOps Management & Operational Excellence
    • Manages the Azure DevOps environment, including board configuration, reporting, dashboards, metrics, and workflow optimization.
  • Defines and monitors delivery KPIs (velocity, burndown, flow efficiency, cycle time) to drive continuous improvement.
  • Ensures high-quality documentation and traceability for all work items.
  • Team Coordination, Accountability & Unblocking
    • Manages, coordinates, and drives accountability across 15+ developers and contractors within multiple Agile pods.
  • Identifies risks, escalates blockers, and resolves impediments that inhibit delivery momentum.
  • Partners with Product Managers and Product Solutions Architects to ensure user stories are ready for development with sufficient clarity and acceptance criteria.
  • Cross-Functional Alignment & Stakeholder Communication
    • Works closely with Product, Platform Architecture, Intelligence Architecture, Cloud Platform, and Governance to coordinate technical planning and execution.
  • Provides transparency to business stakeholders through delivery plans, progress updates, and risk communication.
  • Strategic Delivery Planning & Scalability
    • Designs scalable delivery models that support operational growth, increased demand, and maturity across the enterprise.
  • Recommends and operationalizes process improvements and automation opportunities within the delivery pipeline.

Qualifications:

EDUCATION/Experience/Qualifications Required

Educational Experience

  • Bachelor's degree in Information Systems, Computer Science, Business, Engineering, or related field required.
  • Master's degree or equivalent experience in Agile delivery, technology management, or related field preferred.
  • Formal Agile/Scrum certifications preferred (CSM, PSM, SAFe, PMI-ACP).

Work Experience

  • 8–10+ years of experience in Agile delivery, technical project management, or software development lifecycle leadership.
  • Experience managing large-scale technical programs or multi-team Agile environments.
  • Proven experience leading delivery functions within a data, analytics, BI, cloud, or software engineering organization.
  • Experience working with external contractors, distributed teams, and complex stakeholder landscapes.

Qualifications

  • Deep knowledge of Agile frameworks (Scrum, Kanban, SAFe) and ability to apply them in a complex, multi-team environment.
  • Skilled at driving clarity, accountability, and structured delivery across multiple teams simultaneously.
  • Strong analytical and problem-solving skills with the ability to navigate competing priorities.
  • Excellent communication and facilitation skills; able to translate technical issues into actionable insights.
  • Proven leadership in coordinating workflows, managing escalations, and maintaining consistent momentum.
  • Experience establishing delivery metrics and operational reporting.

Technical Skills

  • Expertise:
  • Azure DevOps administration, pipeline workflows, dashboards, and reporting
  • Agile methodology design and implementation
  • Delivery process governance and workflow standardization
  • Enterprise program management across multi-team environments
  • Proficiency:
  • Data & analytics lifecycle (pipelines, warehousing, BI, dashboards, AI/ML concepts)
  • Cloud delivery models (preferably Azure)
  • Project estimation, capacity planning, and resource modeling
  • Technical troubleshooting and escalation management
  • Experience/Exposure
  • Databricks, Azure Data Factory, Synapse, or similar tools
  • Enterprise architecture, data governance, and platform engineering concepts
  • Automation of delivery workflows or DevOps/SDLC optimization
  • Working with large contractor teams and hybrid staffing models

The expected starting pay range for this role is $118,000 - $160,000,000 USD. This range is an estimate and base pay may be above or below the ranges based on several factors including but not limited to location, work experience, certifications, and education. In addition to base pay, Pattern's compensation program includes a bonus structure for full-time employees of all levels.
