JOB SUMMARY:

The Legislative Clerk will focus on supportive services to the Legislature, such as communication and policy, in areas of administration. They will assist the Speaker and Legislative Secretary to perform their duties in an efficient and effective manner. The Legislative Clerk should be highly organized and able to multitask to ensure legislative procedures run accordingly.

The Legislative Clerk is responsible for ensuring that all constitutional, statutory, and policy requirements are followed when the Legislature conducts business. The office maintains official records of all legislative business. These records include: The Legislative minutes, bills, resolutions, orders, and correspondence. In addition, the Legislative Clerk oversees the printing and distribution of bills, resolutions, amendments and reports of the Legislators, oversees the use of Legislative Office Space, and handles other official documents and communications of the Legislature. Minimal travel may be required by approval of the Legislative Speaker or Secretary.

PRIMARY DUTIES & RESPONSIBILITIES:
  • The Legislative Clerk may be directed by the Speaker and Secretary of the Legislature to:
  • Make public calendars and agendas.
  • Make public bills, resolutions, amendments, and orders.
  • Make public Upper Mattaponi Tribe Legislature reports.
  • Setup legislative sessions with documentation for the Legislatures' review.
  • May be requested to write resolutions and orders.
  • The Legislative Clerk shall help the Speaker and Secretary of the Legislature maintain all bills and resolutions.
  • Shall help the Speaker and Secretary of the Legislature maintain all official papers, records, reports, testimony presented and other materials belonging to the Legislature.
  • Communications shall be prepared under the direction of the Speaker and Secretary of the Legislature.
  • Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS:

Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and coursework can substitute for years of experience.

EDUCATION and/or EXPERIENCE:
  • Associate's degree (A.A.) or equivalent from a two-year college or technical school in business administration and governmental procedures or a minimum of five (5) years' experience in tribal government, constitution and bylaws, policies, procedures, and regulations or equivalent combination of education and experience.
  • Ability to provide support for Legislature with multiple responsibilities.
  • Strong writing, editing, and proofreading experience in a business environment.
  • Ability to learn, use, and master a variety of office software tools, including, but not limited to, Microsoft Office Suite, Outlook, Word, Excel, Power Point, and other office software tools as required.
  • Ability to plan, organize, and prioritize work to meet deadlines.
  • With appropriate guidance, carries out most tasks independently, using discretion, tact, judgement, and poise.
  • Must work under general instructions on a wide variety of projects and exhibit a high degree of ability to work well with Legislature, staff members, other individuals, and organizations.

  • Applicants will be required to authorize a background check and submit to drug testing. Failure to do so will disqualify applicants from consideration for the position.

Physical duties include the ability to lift up to fifteen (15) pounds. General office work is required. May be required to travel occasionally to attend meetings and conferences upon approval from the Speaker or Secretary of the Legislature.

Specific vision abilities required by this job include close vision, depth perception and ability to adjust focus. While performing the duties of this job, the employee is frequently required to stand, walk, and sit for long periods of time.
