Operations & Maintenance Supervisor – Maintenance Supervisor (Plants & Equipment), East County
Contra Costa Water District's Operations & Maintenance department is seeking a skilled and forward-thinking Maintenance Supervisor to lead our East County Maintenance section. This is a key leadership role that oversees the planning, scheduling, and supervision of plants and equipment maintenance activities in support of CCWD's treatment and distribution systems. The position encompasses both field maintenance and water treatment plant maintenance, supervising staff across all three core skill crafts. The ideal candidate brings strong foundational knowledge in mechanical, electrical, and instrumentation disciplines, along with proven experience supervising maintenance teams and coordinating complex work programs.

DEFINITION
Under general direction, plans, schedules, assigns, reviews, and supervises the work of staff responsible for the installation, operation, maintenance, and repair of the District's water treatment plants, treated and raw water distribution systems, and storage systems, facilities, fleet, computerized maintenance management system (CMMS), and equipment; ensures compliance with District water service requirements and federal, state, and local laws governing the protection of public water supply; coordinates assigned activities and projects with other District staff, contractors, and external organizations; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned management personnel. Exercises direct supervision over operations and maintenance staff.
CLASS CHARACTERISTICS
This is a full supervisory-level class that exercises independent judgment on diverse and specialized operations and maintenance duties with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff and organizing and providing support to assigned management staff in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

- Plans, organizes, assigns, supervises, and reviews the work of staff; trains staff in work procedures; provides policy guidance and interpretation to staff; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; makes recommendations for selection and promotion.
- Participates in the development of goals, objectives, policies, and procedures; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of assigned work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process and program changes; reviews with appropriate management staff; implements improvements.
- Participates in annual budget preparation; identifies and recommends future resource needs; orders supplies and equipment; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
- Coordinates assigned activities and projects with the other District staff, contractors, and external organizations.
- Participates in the planning, design, construction, and implementation of Capital Improvement Program (CIP) and maintenance projects.
- Schedules, coordinates, and oversees contractor work to ensure compliance with District specifications and service quality.
- Provides support to assigned management staff in areas of expertise; assists with research and development project/program development and execution; prepares, reviews, and comments on various environmental, regulatory, technical, and staff reports and other necessary correspondence related to assigned activities and services; submits reports to local, state, and federal agencies as required.
- Directs the organization and maintenance of accurate and detailed databases, files, and records.
- Attends meetings, conferences, workshops, and training sessions and reviews publications to remain current on principles, practices, technologies, regulations, and new developments and changes in assigned area of operations and maintenance; implements policy and procedural changes after approval.
- Answers questions and provides information to the public and other agencies; investigates and responds to complaints and inquiries; recommends corrective actions to resolve issues.
- Ensures staff compliance, observes, and complies with District and mandated safety rules, regulations, and protocols.
- Participates in the on-call supervisor pool.
- Performs related duties as assigned.
When assigned to Customer Service
- Supervises staff responsible for meter repair in the shop and field and inspecting water system installations to safeguard public health by protecting the water supply from contamination; inspects and evaluates work in progress and upon completion to ensure maintenance and project activities are performed in accordance with District standards, established procedures, and regulatory requirements.
- Plans, coordinates, and implements cross connection, meter repair, and automated infrastructure programs.
- Supervises the operation and maintenance of equipment, instruments, and vehicles required for the work; ensures shop and working areas are maintained in a clean and orderly condition.
When assigned to Distribution Services
- Supervises the installation, construction, maintenance, and repair of District new and existing water distribution and storage systems and facilities; supervises the locating and marking of underground facilities; inspects and evaluates work in progress and upon completion to ensure maintenance and project activities are performed in accordance with District standards, established procedures, and regulatory requirements.
- Supervises the operation and maintenance of various heavy, medium, and light equipment and tools such as boom and dump trucks, tractors and attachments, backhoes, rollers, small cranes, lattice boom crane, mowers, excavators, dozers, hydrovac trucks, skidsteer, graders, compressors, jack hammers, generators, pumps, tampers, pipe cutters, saws, boring machines, tapping machines, chipping guns, valve turners, and related equipment.
When assigned to Field – Canal
- Supervises staff responsible for installation, construction, repair, and maintenance of Contra Costa Canal and related facilities; and supervises staff responsible for inspecting, regulating, and monitoring dams, reservoirs, canal, and related water storage facilities; inspects and evaluates work in progress and upon completion to ensure maintenance and project activities are performed in accordance with District standards, established procedures, and regulatory requirements.
- Supervises the operation and maintenance of various light, medium, and heavy equipment and tools such as boom and dump trucks, tractors and attachments, backhoes, rollers, small cranes, lattice boom crane, mowers, excavators, dozers, bobcats, vacuum trucks, water trucks, graders, compressors, jack hammers, generators, pumps, tampers, pipe cutters, saws, boring machines, tapping machines, chipping guns, valve turners, and related equipment.
- Prepares and submits plans with written recommendations prior to conducting vegetation management and weed abatement activities; ensures completion and approval of environmental reports, biological surveys, and permits; supervises the application herbicides and pesticides following established procedures and regulations; conducts site inspections before and after application.
When assigned to Fleet/CMMS
- Supervises staff and contractors responsible for supporting the District's CMMS program; inspects and evaluates work in progress and upon completion to ensure work is performed in accordance with District standards, established procedures, and regulatory requirements.
- Plans, coordinates, and implements projects and programs to support fleet maintenance, procurement, and asset tracking.
- Serves as a technical resource in fleet management and CMMS program areas.
When assigned to Grounds Maintenance
- Supervises staff responsible for grounds maintenance and vegetation control; inspects and evaluates work in progress and upon completion to ensure maintenance and project activities are performed in accordance with District standards, established procedures, and regulatory requirements.
- Prepares and submits plans with written recommendations prior to conducting vegetation management and weed abatement activities; supervises the application herbicides and pesticides following established procedures and regulations; conducts site inspections before and after application.
- Supervises the operation and maintenance of a variety of hand and power tools, chain and pull saws, spray equipment, and machinery such as tractors, mowers, woodchippers, hedgers, backhoes, utility all-terrain vehicles, boats, and related equipment.
When assigned to Maintenance
- Supervises staff responsible for mechanical, electrical, control systems, and instrumentation maintenance work; inspects and evaluates work in progress and upon completion to ensure maintenance and project activities are performed in accordance with District standards, established procedures, and regulatory requirements.
- Supervises the operations and maintenance of a variety of hand and power tools, machinery, and equipment; maintains shop and working areas in a clean and orderly condition.
When assigned to Operations Control
- Supervises the operations and maintenance of treated water distribution and raw water conveyance systems using supervisory control and data acquisition system (SCADA); supervises operation and monitoring of the District's energy recovery facility and storage and
