What You'll Do

The Utilities Mechanical Maintenance Manager is responsible for overseeing maintenance and work execution within the Y-12 Utilities Department at the Y-12 Plant. Serves as the primary interface for Utilities Supervisors performing daily mechanical execution of work packages within the Utilities Organization. Provides leadership within the Utilities Organization based on organizational goals, policies, procedures and work assignments. Sets safety expectations and ensures compliance with all applicable requirements and regulations for Supervisors and craft personnel.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Manages, reviews, approves plans and schedules and authorizes activities to be conducted on systems via the Plan of the Week and Plan of the Day.
  • Must understand the CNS planning process for work package scope, identify hazards and required procedures.
  • Ensures implementation of prevention and mitigation measures to eliminate or reduce risks and potential consequences to personnel, operational capabilities and the environment.
  • Ensures the principles of the Integrated Safety Management System (ISMS), Integrated Safeguards and Security Management (ISSM), and Conduct of Operations (ConOps) procedures and processes are implemented for all Utilities Operations systems.
  • Assist in reviewing plans, designs, and ensures the reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities by the job package as required.
  • Communicates goals, expectations, and priorities; monitors progress; and provides feedback to all direct Supervisors as a means of ensuring continuous improvement.
  • Reviews or directs the construction and installation progress to ensure conformance to established drawings, specifications, and schedules per planned work request.
  • Gathers and reviews data concerning facility or equipment specifications, company or government restrictions, required completion date, and construction feasibility for multiple work packages and scope.
  • Develops organizational level implementation plans, processes, and procedures to ensure adherence to site level policies, programs, and procedures such as radiological control, emergency preparedness, conduct of operations, security, configuration management, etc.
  • Oversees Supervisors handling of personnel matters associated with direct reports.
  • Interviews, hires or makes hiring recommendations, evaluates performance, rewards and disciplines employees, and trains and develops staff.
  • Provides input to Supervisors for handling of employee complaints and resolves problems.
  • Manager will ensure all activities are performed in conformance with established procedures, policies, and standards for the Utilities Operations Organization.
  • Assist in reviewing Engineering design criteria for engineering instructions (El) and change request (CR) processes before work can be performed and provides feedback as needed.
  • Serves as the primary interface on issues related to utility system operational status, equipment status, emergency preparedness, audits and assessments, and other safety management programs.
  • Serves as the primary back-up and provide relief to the Senior Manager as needed.

Minimum Job Requirements
  • Bachelor's degree: Minimum 7 years of relevant experience.
  • Fifteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
  • In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major and 4 years nuclear experience; or a DOE O 426.2A alternative).
Preferred Job Requirements
  • Candidate must have three years of required Utilities experience.
  • Must have an in-depth knowledge of DOE Orders, and state and federal laws pertaining to facility operations; complex building systems (structural, mechanical, electrical, HVAC, etc.), instrumentation and equipment; major risk management; work planning and controls.
  • Requires excellent verbal and written communication skills and ability to interface effectively with various clients and production and support organizations.
  • Bachelor's degree in Mechanical Engineering or Engineering field: Minimum 10 years of relevant experience. Minimum 5 years of relevant supervisory/management experience.
  • Must have demonstrated knowledge and understanding of Conduct of Operations , Integrated Safety Management, Y-12 Plant safety documentation, engineering principles, and ES&H regulatory compliance.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
