About the Position:

The Project Management Specialist plays a key role in coordinating and executing capital development projects that advance the organization’s strategic priorities. Operating within a multidisciplinary environment, the incumbent leads project planning, design coordination, tendering, and construction oversight, ensuring that all deliverables reflect organizational standards for accessibility, sustainability, operational excellence, and alignment with the strategic plan. This role requires a deep understanding of construction, design principles, regulatory frameworks, and stakeholder engagement strategies. The incumbent works collaboratively across departments and with external partners to manage timelines, budgets, and project risks, while maintaining a focus on inclusive and strategically aligned outcomes.

The successful candidate will be required to: Project Coordination & Execution
  • Manage and coordinate assigned development projects within the Development Team, ensuring alignment with organizational strategic priorities.
  • Schedule and oversee architectural, engineering, planning and interior design consulting services to support inclusive, effective planning and execution.
  • Prepare and administer tenders and requests for quotations; evaluate submissions to make informed, equity‑minded recommendations.
  • Oversee contract administration and site coordination to ensure projects reflect approved plans and specifications.
  • Monitor budgets, track expenditures, and identify potential variances to support responsible financial stewardship.
  • Track project milestones, address gaps, and coordinate timely resolutions to support successful transitions to operational teams.
  • Minimize disruption to daily operations by proactively identifying and resolving project‑related challenges.
  • Collaborate with Facilities and Purchasing teams to support repair and replacement requests, as assigned.
Accessibility & Sustainability Standards
  • Collaborate on assigned capital projects with a focus on embedding organizational strategic priorities throughout all phases, from planning and stakeholder engagement to construction tender documentation, ensuring every deliverable reflects and advances the strategic plan.
  • Provide input on accessibility and sustainability features in consultation with stakeholders and management, ensuring inclusive and environmentally responsible design.
  • Respond to inquiries during tender and construction phases, including conducting site reviews to confirm adherence to corporate standards and values.
  • Liaise with external contractors, consultants, suppliers, and municipal authorities to ensure compliance with corporate and regulatory standards.
  • Build and maintain collaborative relationships with internal user groups and all levels of management to understand project needs and expectations.
  • Partner with internal teams to address requests and maintain clear, inclusive communication throughout the project lifecycle.
  • Prepare Project Charters in consultation with stakeholders for approval by the Manager, Development and Senior Leadership Team.
Compliance, Reporting & Process Improvement
  • Liaise with external contractors, consultants, suppliers, and municipal authorities to ensure compliance with corporate and regulatory standards.
  • Build and maintain collaborative relationships with internal user groups and all levels of management to understand project needs and expectations.
  • Partner with internal teams to address requests and maintain clear, inclusive communication throughout the project lifecycle.
  • Prepare Project Charters in consultation with stakeholders for approval by the Manager, Development and Senior Leadership Team.

Qualifications:
  • Undergraduate degree in Architecture Engineering, Construction Management, or a related field; or an equivalent combination of education, training, and progressively responsible experience in project management and construction.
  • Minimum of three (3) years of relevant experience in project management within the construction sector, including planning, design, and execution.
  • Experience interpreting and applying contract documents, and coordinating construction activities.
  • Valid Ontario “G” driver’s licence, acceptable driving record, and access to a personal vehicle for site visits.
  • Civil construction project management is an asset.
  • Rick Hansen Foundation Accessibility Certification is an asset.
  • Demonstrated ability to manage development projects from approval through to handover, including scheduling, budgeting, and coordination of interdisciplinary teams.
  • Detailed knowledge of tendering processes, standard forms of contract, and construction management practices, including cost tracking and bid evaluation.
  • Ability to convey design intent and options using drawings, samples, and visual aids; familiarity with architectural, engineering, and interior design documentation.
  • Working knowledge of relevant construction legislation and standards, including the Ontario Building Code (OBC), municipal by‑laws, and the Occupational Health and Safety Act (OHSA).
  • Ability to embed organizational strategic priorities into project planning and execution, with consideration for accessibility, sustainability, and inclusive design principles.
  • Strong interpersonal and communication skills to collaborate effectively with internal teams, external vendors, and municipal authorities.
  • Detail‑oriented and able to manage multiple priorities in a dynamic, deadline‑driven environment.
  • Skilled in maintaining accurate project records and preparing clear, accessible reports aligned with internal standards.
  • Proficiency in AutoCAD (2010 or higher).
  • Intermediate proficiency in Microsoft Excel, Word, Outlook, and Windows environments.
