Job Function: Purchase a broad range of products and services, manage contracts, and contribute to supplier performance management.
- Within procurement policy, develop and maintain procedures and buyer guidelines; liaise with Finance and legal staff.
- Maintain awareness of market conditions and keep stakeholders informed; develop procurement strategies and identify new suppliers.
- Review requisitions and tendering documents for completeness, including regulatory and technical requirements.
- Assess procurement options, determine most appropriate method, and coordinate bulk or blanket orders.
- Prepare and issue bid lists, assist with tendering documents, and assess commercial conditions.
- Negotiate contracts, prepare letters of invitation, coordinate public tender advertisements, and manage pre‑on‑tender activities.
- Participate in receiving and opening tenders, issue instructions for return and withdrawal.
- Perform commercial evaluation of tenders, quotations, and proposals, coordinating technical evaluation activities.
- Determine purchasing authorities, prepare approval documents, and ensure accuracy.
- On approval, award business to successful bidders, advise unsuccessful bidders, and prepare purchase orders or contracts.
- Perform ongoing contract administration, chair award meetings, resolve invoice discrepancies, approve progress payments, and coordinate contract changes.
- Initiate surveillance assignments and ensure quality assurance documentation is complete and accurate.
- Provide effective recommendations on product and service effectiveness and efficiency.
- Handle restricted documents and procurement of security‑related equipment.
- Perform other duties as required.
Requires fundamental knowledge of purchasing, inventory control, transportation and quality management, contract law, forecasting, negotiation skills, and basic financial practices. A Grade XII education plus up to one year of further concentrated study is considered equivalent.
Selection Criteria – Experience- Experience with commercial procurement processes: quotations, tendering, proposals, public advertising, approvals, and contract administration.
- Understanding of the company’s purchasing requirements, requisitioning sources, and vendor community to inform procurement strategies.
- Experience with financial and legal counsel to ensure due diligence and commercial compliance.
- Experience with private and public tendering processes.
- Experience purchasing a range of equipment, materials, and services.
- Familiarity with regulatory and special requirements, and proficiency in procurement assignments.
- Experience assessing special commercial conditions such as corporate seals, bid securities, and financial guarantees.
- Experience with construction contracts, including estimating practices and understanding drawings.
- Experience using computerized business systems for information retrieval and modification.
- Minimum of eight to ten years of relevant experience is required.
Procurement involves complex analyses, supplier selection, and vendor negotiations, requiring careful evaluation of price, performance, regulatory compliance, and special conditions.
Physical FatigueFrequent keyboard use with occasional periods of standing, bending, and walking for clerical duties.
Mental FatigueConcentration for extended periods, leading discussions, meetings, and presentations with internal stakeholders and suppliers.
IndependenceAssignments originate from requisitioners or supervisors, proceeding under general direction. Decisions beyond established parameters are reviewed by supervisors.
SupervisionMay occasionally show others how to perform tasks.
ContactsFrequent daily contacts with suppliers, requisitioners, and support staff to exchange information and enforce procurement policies.
AccuracyErrors in documentation may lead to admissible financial loss and potential complaints to senior management.
Working ConditionsStandard business office environment, with possible overnight trips to vendor facilities.
