Title: Youth Intervention Pathways (YIP) Program Manager
FLSA Status: Salary, Exempt
Salary: $55,000/year
Reports To: Director of Outreach & Prevention

Functions: The Youth Intervention Pathways (YIP) Program Manager is responsible for promoting visibility, trust, and context for the YIP program by visiting and communicating with the Chicago Police Department and community referral partners as well as administrative oversight and supervision of service coordinator. The Program Manager will use place-based expertise to establish YIP and Ignite?s role not only as a nexus for supportive youth services within the community but provide ongoing support for the local police area in the form of resource information sharing and identifying local service gaps for youth. The Program Manager will take a proactive approach to continuous improvement and strategic collaboration, including formal partnership agreements with referral partners. This position works as part of the Community Programs department and reports to the Bronzeville Youth Shelter (BYS) Program Manager.

The Community Programs team is dedicated to building community, hope, permanent connections, social and emotional well-being, and opportunities for youth who are homeless or at risk of homelessness. Our team provides youth with structure, support, and guidance to increase their self-sufficiency, health, independence, and overall well-being. Community Programs participants receive engagement and support through street outreach, community engagement, and the agency?s Drop-in Resource Center (DiRC). The team provides participants with access to a variety of services including meals, transportation assistance, hygiene items, resources, and case management services with a focus on increased self-sufficiency, safe & stable housing, and both educational & employment resources and opportunities.

Duties: The following duties are the essential functions of this position:

Work Hours:

  • Monday - Friday 10a ? 6p / Hours vary on program needs
  • Weekend and evening hours may be required.

Program Management:

  • Develop, cultivate, and maintain community collaborations and referral process with DFSS-awarded agencies, other service providers (regardless of funding source), violence reduction organizations, and City of Chicago Departments.
  • Conducting site visits of Ignite program site and YIP programming offered, review of eligibility requirements and updating primary contact.
  • Coordinate monthly communication with community and referral partners to ensure service delivery access for youth, changes in staffing or program requirements, etc., and share information at least weekly with Service Coordinators.
  • Responsible for program planning and evaluation. Analyzes program data and provides reports to staff, senior leadership and the board regarding staff and client performance measures.
  • Participate in data driven meeting on a schedule determined by DFSS
  • Work with designated police area and its corresponding police districts to build a relationship with key staff: Youth Liaison Officer, Community Policing and Youth Detectives to develop communication pans and encourage officers to refer youth to service opportunities.
  • Engage in monthly engagement with CPD (attending roll calls, providing ongoing training on YIP and services, and address any communication challenges directly or refer to DFSS.
  • Participates in capacity-building sessions to ensure alignment with program goal and to build peer support and expertise.
  • Assess opportunities within the organization for leadership roles for youth who have experienced and/or have positive outcomes towards their goals
  • Utilize all city funded website, inventories, and directories to explore potential services in designated police area.
  • Hires, trains, and supervises full time YIP Service Coordinators
  • Coordinate collaborations between YIP, Ignite Community Outreach Team, and Ignite Bronzeville Youth Shelter (BYS) for outreach engagement
  • Assists in facilitating agency Client Support Team (CST) meetings monthly.

Staff Supervision:

  • Conducts reflective supervision with Service Coordinators to ensure well-being of staff as well as youth.
  • Identifies staff development and training needs and provides coaching and training as required.
  • Ensure that data is entered into Cityspan weekly and reviewed to assess program quality and gaps in services.
  • Support Service Coordinators with referrals, assessments, and service provision as needed
  • Provides regular supervision with the oversight of the Bronzeville Youth Shelter (BYS) Program Manager.

Community Engagement:

  • Build and maintain a communication network with local Chicago Police Department staff within district and police area (Area 1A).
  • Provides appropriate youth engagement and intervention in all settings, (e.g., street, schools, partner agencies, etc.).
  • Drive an Ignite agency vehicle as needed to conduct home visits and community engagements.
  • During community engagement events, dress in a professional manner that is neat, clean and well-groomed in order to model the professionalism of Ignite as an agency.
  • Conduct presentations for community partners, outlining the services provided by Ignite?s/ DFSS YIP programming.

General:

  • Has a valid driver?s license, a clean driving record and is willing and able to drive the agency vehicle when requested ? Following background check, MUST be insurable under the agency?s insurance coverage.
  • Works as a part of a team to provide support and assistance whenever needed.
  • Follows agency policies and procedures for the obtainment of information and provision of service to clients, ensuring that the delivery of all services embody Ignite philosophies.
  • Prepares and submits all required forms and statistical programs. Maintain documents regarding participants? cooperation, service activities and other records in compliance with agency and external policies, procedures, and applicable licensing standards in a timely manner.
  • Member of committees and teams including, but not limited to:
  • Agency Leadership Team
  • Participates in program planning and evaluation.
  • Participates in ongoing training.
  • Participates in and contributes to regularly scheduled supervisory and team meetings.
  • Actively participate in monthly trainings
  • May supervise volunteer and/or intern tasks, as assigned.
  • Participates in on-call rotation.
  • Performs other duties as assigned.
