Summary
Reporting to the Senior Utility Coordination Manager within the Storm Water Services Construction and Utilities Division, this position is a high-level technical and administrative role responsible for managing utility coordination consultants, ensuring alignment between project objectives and utility requirements, and guiding the resolution of complex utility issues that may affect project delivery.
Key responsibilities include high-level review of engineering plans for utility conflicts, strategic identification and mitigation of utility conflicts, and fostering strong relationships with internal teams, consultants, private utility companies, and other external partners. The position oversees consultant contract management, authorizes utility relocation expenditures, and ensures financial stewardship of utility coordination activities. Additional duties involve helping with utility plan reviews to protect storm drainage infrastructure from encroachment and representing the division in pre-construction and other project meetings.
This role is instrumental in ensuring timely, accurate, and efficient utility coordination and relocation while supporting the successful implementation of major storm drainage infrastructure improvements for the Capital Program.
Salary Offering:
$ $41.94/hr. Commensurate with Experience
Major Duties And Responsibilities
- Serve as the primary liaison between consultants, internal staff, and private utility companies
- Assist with consultant utility coordination and relocation planning throughout the project lifecycle
- Manage and provide guidance and training to utility coordination consultants
- Attend pre-bid, pre-construction, and other utility-related meetings
- Collaborate with internal and external stakeholders to build and maintain long-term relationships
- Partner with project teams and stakeholders to identify and resolve utility-related issues
- Examine engineering plans and utility markups to ensure utility conflicts are addressed in advance of storm drainage improvement projects
- Help review right-of-way encroachments for utility conflicts with storm drainage infrastructure
- Report significant utility issues to the Project Managers and assist in developing solutions to address issues
- Review project files and documentation for accuracy and timely completion
- Manage consultant's contracts associated with utility coordination
- Process consultant purchase order invoices
- Create requisitions and purchase order change orders for utility relocation costs
- Respond to project-related concerns and inquiries
- Prepare reports, estimates, and other project-related documents as necessary
- Handles escalated utility issues involving residents and property owners
- Respond to emergency utility issues when required
- Performs other duties as assigned
Knowledge, Skills, & Abilities
- Ability to read and interpret construction drawings, specifications, and contracts
- Technical competence of utility coordination, installation, and relocation standards
- Proficient in applying local and state standards with constructability principles and methods
- Ability to plan, prioritize, and complete assignments with minimal supervision
- Strong customer service, interpersonal, and conflict resolution skills
- Requires the ability to work cooperatively with other City staff, consultants, and the public
- Ability to make effective decisions by systematically evaluating options (critical thinking)
- Excellent written and verbal communication skills with the ability to communicate information to technical and non-technical audiences
- Ability to mentor and train staff on project strategies and techniques
- Proficiency in Adobe, Bluebeam, Microsoft Office Suites, and Workday
- Strong analytical, organizational, and presentation skills
Preferred Qualifications
- Bachelor's degree in Civil Engineering, Engineering Technology, Construction Management, or related field
- At least five (5) years of experience coordinating private utility relocations
- Experience with geospatial information systems (GIS), topography, waterline, sanitary sewer, and stormwater systems
- Experience interpreting engineering plans and utility markups
- Supervisory or lead experience
- Experience managing consultant or contractor agreements
Minimum Qualifications
- High School Diploma/GED and seven (7) years of related work experience or
- Associate degree in Civil Engineering (or related field) from an accredited school and five (5) years of related work experience or
- An equivalent combination of education and work experience that provides the necessary knowledge, skills, and abilities to perform the essential job functions
CONDITIONS OF EMPLOYMENT
