Incumbent serves as Superintendent for the White County Highway Department, responsible for overseeing day-to-day operations and personnel in the maintenance of County roads, bridges, and rights-of-way.

DUTIES:

Supervises and directs personnel, including determining staffing levels, interviewing candidates making hiring decisions, providing orientation and training for new employees, coordinating work schedules, maintaining standards, informing personnel of organizational developments, reviewing position responsibilities and salaries, reviewing work performance, making personnel recommendations, and initiating disciplinary measures as warranted. Administers personnel programs and procedures and reviews insurance needs and coverage of Department employees.

Ensures Department personnel receive proper safety training and equipment, maintains a safe and productive work environment, and ensures compliance with OSHA regulations.

Maintains County road database and ensures that all County roads are safe and passable.

Investigates and responds to inquiries, requests, and complaints from the public regarding condition and maintenance of County roads, bridges, rights-of-way, and services, including inspecting problem sites and initiating corrective action on valid complaints.

Oversees and monitors construction projects, seasonal road maintenance, paving and chip and seal operations, road sign operations, work schedules, and costs, and ensures compliance with specifications, deadlines, and budgets.

Recommends road construction, culvert, and reconstruction projects to Commissioners.

Oversees building of all bridges from the Cumulative Bridge fund and oversees building of all new or reconstructed roads in County system.

Oversees equipment inventory and authorizes the ordering/purchasing of supplies, materials, and equipment according to State and County procurement guidelines.

Oversees maintenance of Department vehicles and equipment, ensuring safe, proper operation and routine preventive maintenance, developing specifications for new equipment, soliciting quotes/bids, and purchasing items as needed. Monitors and maintains appropriate insurance on vehicles and property.

Formulates operating budget, developing cost projections, attending budget hearings, and discussing with County Commissioners as appropriate.

Performs public relations functions and represents the Highway Department at meetings.

Communicates and works with Indiana Department of Transportation (INDOT) and confirms annual report.

Develops, implements, and monitors Highway Department weather emergency plans. Defines response levels, employee contact and/or notification, and assistance to other government agencies.

Oversees maintenance and upgrades to facility, including structures, contents, and appearance, and directs corrective actions as needed.

Attends seminars, conferences, and training to maintain and update awareness of state and federal highway guideline as required.

Responds to emergencies on a 24-hour basis.

Performs related duties as assigned.

I. JOB REQUIREMENTS:

High school diploma or HSE.

Ability to meet all department hiring requirements, including passage of a medical exam and a drug test.

Thorough knowledge of various federal, state, and local funding sources and related rules and regulations regarding road construction and maintenance, and ability to plan, prioritize, and coordinate related projects.

Thorough knowledge of standard road and bridge repair and maintenance practices/procedures, and ability to monitor job sites, assure proper completion of repair and maintenance projects, and identify and resolve road hazards and problems.

Practical knowledge of and ability to make practical application of Department safety policies and procedures and applicable OSHA safety policies and procedures.

Working knowledge of and ability to ensure safe, proper operation and maintenance of Department vehicles and equipment.

Working knowledge of the County budget process and ability to develop and implement Department budget, ensuring cost-effective operations and maintenance of accurate records.

Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare proposals and detailed written reports.

Working knowledge of personnel management and conflict resolution, and ability to direct operations, provide leadership, and supervise personnel accordingly.

Working knowledge of and ability to properly operate and maintain Department trucks, vehicles, and equipment.

Ability to operate standard office equipment, including computer, calculator, fax machine, telephone, and two-way radio.

Ability to effectively communicate orally and in writing with co-workers, other County departments, County Commissioners, County Council, vendors/suppliers, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irrational/hostile persons.

Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

Ability to count, compute, and perform arithmetic calculations.

Ability to compare, compile, analyze, evaluate data, and make determinations based on data analysis.

Ability to work alone with minimum supervision and with others in a team environment, often amidst frequent distractions, interruptions, and time constraints, work strenuously for extended periods, and work on several tasks at the same time.

Ability to plan and layout numerous and diverse work assignments.

Ability to apply knowledge of people and locations, and read and interpret detailed blueprints, specifications, plans, and maps.

Ability to maintain positive public relations and serve as Department representative at meetings/events.

Ability to regularly work extended hours, occasionally work evenings and/or weekends, and occasionally travel out of town for meetings/conferences, sometimes overnight.

Ability to respond swiftly, rationally, and decisively to emergency situations on a 24-hour basis.

Possession of a valid driver's license and a Commercial Driver's License (CDL) with required endorsements, a demonstrated safe driving record, and ability to be insurable to drive assigned vehicles under the County's insurance policy.

II. DIFFICULTY OF WORK:

Incumbent's duties are broad in scope and impact and require consideration of complex variables. Incumbent works according to standard Department policies and procedures, exercising independent judgment in adapting practices and procedures to maximize effective operations, meet Department objectives, and ensure compliance with local, state, and federal requirements.

III. RESPONSIBILITY:

Incumbent performs administrative and supervisory functions, with decisions directly affecting Department operations. Incumbent receives direction from Board of County Commissioners, discussing with Commissioners unusual or unprecedented situations, such as those involving large expenditures. Desired results of incumbent's work are clearly indicated and work is periodically assessed for soundness of judgment, attainment of objectives, and compliance with Department policy and legal requirements. On rare occasions, incumbent makes decisions in absence of specific policies and procedures.

IV. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments, County Commissioners, County Council, vendors, suppliers, and the public for purposes of maintaining cooperative work relationships, executing policies, coordinating operations, negotiating contracts, and resolving problems.

Incumbent reports directly to Board of Commissioners.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs majority of duties in a standard office environment, in a garage, shop, and in a vehicle, involving sitting/walking at will, sitting for long periods, standing/walking for extended periods, lifting/carrying objects weighing over 50 pounds, pushing/pulling objects, bending, reaching, crouching/kneeling/stooping, hearing sounds/communication, speaking clearly, close/far vision, color/depth perception, handling/grasping/fingering objects, keyboarding, and driving. Incumbent is regularly exposed to normal hazards associated with road repair and maintenance, including heavy machinery, traffic, excessive noise, moving parts, grease, dirt, dust, vehicle fumes, working in high places, such as a bucket truck, extreme temperatures, wet/icy conditions, and inclement weather. In responding to emergency situations, incumbent may be exposed to such hazards as downed power lines and/or fallen trees. Safety precautions must be followed at all times to avoid injury to self or others and protective gear must be worn according to Department policy.

Incumbent is regularly required to work extended hours, occasionally works evenings and/or weekends, and occasionally travel out of town for meetings/training, sometimes overnight. Incumbent is required to serve on 24-hour call for emergencies.

VI. OTHER:

The Superintendent position is an appointive position of the Commissioners. Specific job duties and job requirements are established at the discretion of the Commissioners. A person appointed to the Superintendent position serves at the pleasure of the Commissioners and may be terminated by the Commissioners at any time.
