Job Overview:
The Field Engineer (Assistant Resident Engineer / Assistant Structures Representative) provides construction oversight and engineering support on public infrastructure projects involving roadways, bridges, retaining walls, falsework, drainage systems, ITS/traffic signal systems, and utilities. This position supports the Resident Engineer and Structures Representative in contract administration, inspection, documentation, and coordination with contractors, utilities, and stakeholders such as LAWA, Caltrans, and City of LA departments. The Field Engineer ensures construction complies with Caltrans, Greenbook, and agency specifications, and helps manage project records, submittals, testing, safety, and closeout.
Key Responsibilities:
- Conduct and document daily field inspections of structural and civil construction activities including cast-in-place concrete, structural steel, post-tensioned elements, falsework, drainage, traffic signals, and pavement.
- Verify work conforms to contract documents, Caltrans Bridge Construction Records and Procedures (BCRP) manual, Standard Specifications, Greenbook, and other applicable codes.
- Prepare and maintain inspection checklists, daily reports, quantity calculations, photographic records, and as-built documentation.
- Support the review and processing of submittals, RFIs, Field Directives, Area Shutdown Requests (ASRs), Utility Shutdown Requests (USRs), and change orders.
- Assist with project schedule tracking, contractor progress reviews, and look-ahead coordination.
- Monitor temporary structures and erection operations for conformance with approved falsework/shoring plans and working drawings.
- Provide field support for layout, staking, and verification of grades and alignments using survey tools and drawings.
- Coordinate with QA entities (e.g., LAWA Labs, BCA, Caltrans METS) for materials sampling, testing, and source inspections.
- Ensure jobsite safety, traffic control, environmental (MMRP), and SWPPP compliance.
- Participate in pre-construction meetings, progress meetings, and project acceptance walks.
- Support preparation of closeout documentation, punchlists, and final reports.
- Communicate effectively with stakeholders including the contractor, LAWA PMCM, Caltrans, design team, utilities, and city agencies.
- Flexible to work nights, weekends, and in heavy construction zones at heights when required.
Minimum Qualifications:
- Bachelor's degree in Civil Engineering, Construction Management, or related field.
- 5+ years of field experience on public works projects involving structures and/or transportation infrastructure.
- Familiarity with Caltrans Standard Specifications, Construction Manual, BCRP, Falsework Manual, and project delivery procedures.
- Knowledge of Greenbook, Brown Book, and City of LA specifications and permitting.
- Proficient in Microsoft Office, Bluebeam; familiarity with construction management platforms such as PMWeb, Procore, Primavera a plus.
- Ability to read and interpret construction plans, specifications, and working drawings.
- Strong documentation and organizational skills; attention to detail in field reporting.
- Valid California driver's license and ability to work on active construction sites.
Preferred Qualifications:
- EIT certification or actively pursuing PE license.
- Experience with Caltrans structures, post-tensioned box girders, temporary shoring, and mass soil mixing.
- Experience with federally funded or prevailing wage projects.
- OSHA 10 or 30 certification.
- Familiarity with LAWA Design and Construction Handbook and CM/GC, design-build, or progressive design-build delivery methods.
