JOB SUMMARY:

The Payroll Manager will oversee all aspects of payroll operations across multiple entities, ensuring timely and accurate processing for union, non-union, and prevailing wage employees. This role will play a key part in integrating payroll systems during mergers and acquisitions, driving process efficiencies, and implementing scalable solutions to support continued growth. The ideal candidate will bring deep technical payroll expertise, strong leadership, and a continuous improvement mindset.

ESSENTIAL JOB DUTIES:

Payroll Management & Compliance

  • Manage and process multi-state payroll for both union and non-union employees, ensuring accuracy and compliance with federal, state, and local regulations.
  • Administer and maintain compliance with prevailing wage and certified payroll reporting requirements.
  • Serve as the company's subject matter expert on collective bargaining agreements, union benefits, and payroll-related contract obligations.
  • Ensure accurate setup, calculation, and reporting of wages, deductions, benefits, and accruals.
  • Oversee and reconcile payroll-related accounts in coordination with Finance.

System Implementation & Process Improvement

  • Lead or support payroll system implementations, upgrades, and integrations—particularly during mergers and acquisitions.
  • Evaluate, design, and implement automation and process improvements to create scalability and efficiency across all payroll operations.
  • Partner with IT and HR tech team to ensure data integrity, security, and seamless flow of information between systems (e.g., HRIS, accounting/ERP).

Mergers & Acquisitions

  • Collaborate with integration teams to onboard newly acquired entities into the payroll platform, ensuring continuity and compliance.
  • Standardize payroll processes and controls across all business units post-acquisition.
  • Assess and align union contracts, benefit structures, and pay practices of acquired companies.

Leadership & Collaboration

  • Manage a growing payroll team, providing leadership, training, and development.
  • Partner with HR, Finance, and Operations leaders to align payroll policies and procedures with company objectives.
  • Serve as the key liaison with auditors, external vendors, and governmental agencies regarding payroll matters.

QUALIFICATIONS

The qualifications listed below are representative of the elements required to perform the job successfully, however in some cases, an equivalent combination of Education, Training, Certifications, and Experience may meet the job qualifications.

Education, Training, Certifications:

  • Bachelor's degree in Accounting, Business Administration, Human Resources, or a related strongly preferred.

Experience, Knowledge, and Skill Requirements:

  • Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Strong supervisory and leadership skills.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient with payroll software.

Communication Skills:

  • Must have the ability to effectively read, write and communicate in English with employees and customers.

Systems and Software Skills:

  • 5 years of professional computer skills, required.
  • 5 years HRIS and ERP system experience, required.

Other Qualifications:

  • Valid driver's license with acceptable driving record required.
  • Must be able to comply with SFS's Drug and Alcohol policy and Background screening requirements, which may also include customer specific requirements based on contractual agreement
  • Frequent travel required, up to 40%.
