Position Description

The Payroll Manager provides leadership and daily oversight of payroll operations, ensuring that all payroll activities are executed accurately, efficiently, and in full compliance with applicable regulations, contracts, and institutional policies. Reporting to the Associate Director of Payroll, this role is responsible for supervising staff, optimizing payroll processes, and collaborating with internal and external stakeholders to support the college's financial integrity and employee satisfaction.

Education & Experience Requirements

  • Education: A bachelor's degree in accounting or a closely related field is required.
  • Experience: Minimum of one year of professional experience in accounting or payroll.
  • Preferred Qualifications:

  • Experience with ADP payroll processing systems

  • Demonstrated ability to manage payroll in a complex, multi-union environment
  • Prior experience working in an educational institution

Required Knowledge, Skills, and Abilities

  • Knowledge:

  • Comprehensive understanding of payroll and accounting principles, practices, and regulations

  • Familiarity with payroll systems and automated timekeeping platforms
  • Awareness of compliance requirements related to payroll, contracts, and institutional policies
  • Skills:

  • High attention to detail and accuracy in payroll calculations and record-keeping

  • Strong analytical and problem-solving abilities for financial analysis and projections
  • Excellent organizational skills for managing multiple deadlines and payroll cycles
  • Effective written and verbal communication skills for interacting with employees, departments, and external agencies
  • Proficiency in payroll software and reporting tools
  • Abilities:

  • Ability to supervise, train, and mentor payroll team members

  • Capacity to manage confidential information with integrity and discretion
  • Ability to work collaboratively
  • Adaptability to changing regulations, systems, and institutional needs
  • Ability to identify and implement process improvements

Essential Functions & Position Duties

  • Manage payroll processing, reporting, and reconciliation, and ensure compliance with regulations, contracts, and policies
  • Supervise and mentor payroll staff
  • Communicate with employees and external agencies regarding payroll matters
  • Coordinate with other departments for payroll submissions and data
  • Maintain payroll calendars and meet deadlines
  • Support budget development and financial analysis
  • Assist in the development and implementation of workflow process improvements
  • Serve on college committees as assigned
  • Other duties as assigned. Duties must be performed on the John A. Logan College campus or designated location.
