Reporting to a Public Works Operations Maintenance Supervisor, and under daily supervision of a Senior Technician level position, the Journey Level Maintenance Technician performs skilled journey level maintenance, repair, and equipment operation for one of the City of Lacey Public Works (PW) Operations Sections. This position is responsible for duties which include, but are not limited to, assisting, training, directing and/or overseeing the work of Maintenance Assistants or seasonal positions; frequently looking for and recommending potential improvements in operating procedures and taking initiative to complete work in a safe, orderly and high-quality manner. Employees will be assigned journey level work in various sections of the overall PW Operations Division, as needed, based on short and long-term operating requirements.
Primary Focus & Impact
This position will have the primary responsibilities of landscape maintenance in the right-of-ways, medians, and/or round-abouts. Some of the duties include leaf removal, weeding, applying herbicides and pesticides, and tree work (planting, pruning, removal, etc.). Additionally, this position will be expected to follow all safety precautions to work in and around traffic while also leading seasonal staff.

General Duties For All Journey Level Maintenance Technicians Include**
- Operation of various mobile equipment such as dump trucks, backhoes, excavators, loaders, septic trucks, Vactors, bobcats, sweepers, fork lifts, mowers, bucket trucks, and other machinery to include hole hogs, jackhammers, welding equipment, man lifts, weed eaters, blowers, chainsaws, pumps and other powered/non-powered equipment in the performance of duties.
- Responds to customer complaints relating to the assigned section of Public Works Operations, diagnosing problems, and taking initiative to resolve routine and/or typical problems.
- Performing primary standby duty for all maintenance sections in accordance with that Public Works Operation Section policies and procedures for after-hours response.
- Perform work that involves strenuous physical labor, physical dexterity, and/or mechanical aptitude.
- Attends a wide range of required employee training courses such as employee performance and employee interaction, risk management, diversity and harassment training, safety training, emergency preparedness training and certification trainings.
- Uses electronic work orders and time card system to accurately document work.
Specific functions within Public Works Operations
include but are not limited to the following:
Parks Maintenance Technician
- Operates a variety of powered and non-powered equipment normally used in park maintenance and construction from heavy equipment, to small engine equipment to hand tools.
- Performs grounds maintenance activities like blowing, leaf removal and weeding.
- Maintains and repairs equipment.
- Applies herbicides, and pesticides.
- Plants, prunes and removes trees and shrubs.
- Performs and/or assists in hazardous tree removal.
- Performs maintenance duties related to the construction, alteration, and repair of municipal parks, buildings, facilities, grounds, and equipment.
- Ensures sanitary conditions in Parks by cleaning restrooms, emptying trash receptacles and collecting litter.
- Performs athletic field maintenance including: mowing, fertilizing, top dressing, over seeding, lining fields, moving fences, goals, bases and mounds, re-sodding goal mouths, synthetic field grooming and repairs and crumb rubber filling.
- Installs, repairs, and maintains automatic turf irrigation systems.
- Pressure washes to clean park amenities or remove graffiti.
- Inspects parks, playgrounds, athletic fields and grounds for hazards.
- Identifies deficiencies and takes initiative to correct routine and/or typical problems. Works with Senior Maintenance Technician to resolve the more complex and/or complicated problems.
REQUIRED QUALIFICATIONS:
A H.S. Diploma or GED
AND
two (2) or more years' experience in maintenance, grounds care, repair and/or construction work on a public works maintenance crew related to the work of the division assigned to, including equipment operation and training.
OR
- May have a combination of experience, education, and training that would provide the level of knowledge and ability required to perform journey level work independently or as part of a repair crew.
Special Requirements Or License(s)
- Must pass a thorough background investigation and a pre-employment physical, including drug testing, to determine the ability to perform the essential functions of the position.
- Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
- Must be attentive to job safety considerations and follows all required safety policies, procedures, and techniques.
- Must have a valid Washington state driver license OR must be obtained within 30 days of hire, and a driving record acceptable to the City and the City's insurance carrier.
- Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
- Must have or the ability to obtain a commercial driver license endorsement Class A, with air brake and tank endorsement within twenty-four (24) months of hire.
- Obtain flagging certification and first aid/CPR certification within 12 months of hire.
- Additional specialized certification and/or training relating to the requirements for specific section operations may be required due to new and/or changing regulations or technology.
Parks Maintenance Technician
- Must obtain a WSDA Pesticide Public Operator Certification & License within 12 months of the date of hire.
Knowledge of:
- The physical layout and features of the Lacey streets, utilities and other physical systems pertinent to public works infrastructure.
- Various Federal, State, and City guidelines that are applicable to the work done in the assigned division.
- Work hazards and applicable state and federal safety regulations pertinent to public works repair and construction activities.
Skill In
