Who We Are Looking For
The Local Behavioral Health Authority (LBHA) is responsible for the planning, management, and oversight of Public Behavioral Health services within Montgomery County. We are currently recruiting for an experienced professional to lead our Contracts Management Unit (CMU).

What You'll Be Doing
This position will report to the LBHA Director and will lead a team of staff responsible for managing approximately 100 behavioral health HHS contracts with local vendors and expense tracking for specific national vendors. Core responsibilities of this position include:

  • Initiate solicitations, including Request for Proposals, Open Solicitations, Invitation for Bid, etc., in compliance with County Procurement regulations and in collaboration with County entities
  • Review and approve invoices for accuracy prior to submission to fiscal for processing, monitor that expenditures are within the purchase order amount, and that budgeted line items do not exceed the approved amount.
  • Review CMU Access database and Excel expense tracking spreadsheets to ensure accurate, timely, and updated entries are tracked
  • Ensure regular and ongoing monitoring of all contracts, including site visits as required
  • Partnership and coordination with grant monitors and Contract Monitors to ensure completion of State quarterly outcome reports as requested
  • Review amendments to contracts for modified Statements of Work for grant-funded contracts
  • Provide ongoing supervision of CMU staff, including regular team meetings and 1:1 meetings with each member of CMU
  • Partner with ASC and Fiscal Team for end-of-year Purchase Order accrual and liquidation
  • Perform other job-related duties as assigned.

This position may require the selected candidate to occasionally do site visits to other locations to work with service providers.

A background investigation will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.

The selected candidate will be required to complete and submit a financial disclosure statement.

Minimum Qualifications
Experienc
e
:
Five (5) years of progressively responsible professional experience in Contracts Management in local government, public health, and/or a human services environment.

Education
: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency:
An equivalent combination of education and experience may be substituted. Note: Based upon legislative requirements, some positions may be subject to different minimum qualifications.

License:
Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence

when required for job-related duties.

Qualifications

  • Extensive knowledge of Procurement Regulations
  • Experience utilizing databases and systems for tracking invoices and submitting contract actions
  • Experience in a health care or human services environment
  • Experience in contract negotiations
  • Supervisory experience

Preferred Interview Criteria
Interview selection will be based on the following interview preference criteria:

  • Experience with contract development and management in a Behavioral Health and/or human services environment.
  • Experience in contract negotiation.
  • Experience supervising a team of contract specialists.
  • Demonstrated excellent written and verbal communication skills.
