Job Purpose/Summary
Under direction, plans, coordinates, assigns, participates in, directs and supervises the day-to-day operation and maintenance of the City's parks and recreation facilities and landscape areas; assists in the training of lower-level Park's and Facilities maintenance positions; performs other related duties as required.

Essential Functions
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. - Plan, prioritize, assign, mentor and supervises park maintenance activities related to planting, fertilizing, watering, mowing, cleaning, beautifying, maintaining and renovating City parks, median strips, parking lots, parking lot planters, wall planters, Urban Forest and other landscaped, aquatic, public, and park areas; estimates material, supplies and other requirements and directs the day-to-day activities of the work crew involved in skilled and semi-skilled building, aquatics, general facility and equipment inspection, maintenance and repair work.
- Provide day-to-day leadership and work with staff to ensure a high performance, customer service-oriented work environment that supports achieving City objectives and service expectations; provide leadership and participate in programs and activities that promote a positive employee relations environment.
- Reviews and inspects the work of parks contracts for parks and facilities maintenance, services or park projects; when areas of deficiency arise, works with the contractor to rectify the issues.
- Develops and implements parks maintenance and beautification programs to preserve City assets including administration of a computerized maintenance management system.
- Prepares material and equipment requisitions to request supplies and materials for division activities; develops budgets; monitors and controls expenditures and collectible reimbursements for damage; develops and supervises the collection and evaluation of various production, efficiency, and cost records and statistics.
- Prepares reports, memoranda, and letters; complies with legal regulations and regulatory agency requirements.
- Responds to public inquiries and concerns, and emergency situations and problems, including those after hours, and arranges for corrective action.
- Conducts field inspections of work in progress and investigations of City infrastructure/assets to determine problem areas and assess criticality.
- Reviews plans and specifications and represents the division in the follow-up inspection, project implementation process, and sustainable maintenance efforts.
- Inspects buildings, park playgrounds, public spaces, and amenities and aquatic facilities; makes initial inspections of work requests and writes up service orders from verbal and written requests, and site inspections.
- Supervises preventive maintenance work on parks and recreation building components and equipment, public spaces and park amenities equipment.
- Implements safety program within related operations.
- Coordinates with other City departments and divisions on work assignments; develops and maintains staff relations with other agencies and City staff.
- Responds to and resolves customer questions, complaints, and concerns; establishes and maintains a customer service orientation within assigned area.
- Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
- Available for on-call/standby, take standby duty, work any shift including weekends and holidays.
- Assists with recruiting, training, scheduling; supervises and evaluates maintenance staff. Identifies and provides technical and safety training for staff.
- Performs related duties as assigned.
Knowledge Of
- Applicable City, County, State and Federal statutes, including Cal-OSHA, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
- The City's and the Department's policies and procedures.
- Basic supervision and training practices and procedures.
- Materials, methods, practices, and equipment used in the maintenance and construction of parks.
- Irrigation systems and equipment; best practices for development and maintenance
- Safety rules, practices and procedures used in park maintenance.
- Types of turf, trees, and plants used in parks and medians; planting, pruning, soils, drainage, fertilizers, and irrigation systems; plant disease and pest control practices.
- Parks and Recreation facility maintenance practices and procedures.
Ability To
- Read, understand, interpret and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
- Assess and prioritize multiple tasks, projects and/or demands.
- Work within deadlines to complete projects and assignments.
- Establish and maintain effective working relations with co-workers, staff, vendors, contractors, visitors, the general public and others having business with the City of Banning.
- Plan, schedule, organize and direct the work activities of employees; supervise, train, evaluate, and motivate the work of employees.
- Meet all safety regulations and requirements.
- Understand technical terminology of assigned areas and stay ahead of technological advances

- Establish and maintain a work environment to enhance both employee morale and productivity.
- Perform a moderate degree of physical work related to lifting of heavy objects, strenuous maintenance work, and working outside
- Read and interpret drawings and blueprints; operate computers proficiently
Minimum Qualifications
A high school diploma or GED AND five (5) years of experience in parks or street maintenance, facility maintenance, building, concrete and asphalt improvement projects and/or heavy equipment operation.
License & Certification Requirements
- Valid California State Class B Commercial Driver's License, is desired.
- Depending on assignment, possession of, or the ability to obtain a California pesticide applicators certificate within six months of employment may be required. A California pest control advisors license may also be required.
- Possession of, or ability to obtain within one year of employment, a valid Playground Inspection certification depending on assigned area.

The employee is frequently required to climb, balance, stoop, kneel, crouch, or crawl. The employee may be exposed to extreme weather conditions, potential physical harm, infectious diseases, hazardous chemicals and/or dangerous machinery. May be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, oils, extreme temperatures, work space restrictions, intense noises, and environmental dangers. The employee must regularly lift and/or move up to one hundred (100) pounds.
