This position is located in the Hotline and Support Services Administration (HSSA), Office of the Deputy Director for Hotline and Investigations (ODDHI) in the Child and Family Services Agency (CFSA). The Supervisory Social Worker is responsible for overseeing and leading a team of Intake Hotline Workers who receive reports of child abuse and neglect via written correspondence, and from telephone calls to the Child Abuse and Neglect Hotline-and ensuring that child safety is appropriately assessed and referred, as appropriate, and that hotline calls are timely entered into the agency database.
Duties and Responsibilities
The Supervisory Social Worker (Hotline) duties and responsibilities include:
- Oversees the daily operations of the Unit and ensures that the Intake Hotline Workers appropriately assessed any potential safety issues and that the standard response time of abuse and neglect referrals are observed and complied with.
- Plans and organizes the schedules of Intake Hotline Workers to ensure 24-hour coverage, 7 days per week, 365 days per year.
- Reviews and approves abuse and neglect reports that are entered into the agency database within a prescribed time frame.
- Develops regular and special statistical and qualitative reports which assesses hotline call data.
- Participates in a quarterly quantitative hotline call reviews and makes recommendations regarding themes and improvements needed.
- Provides ongoing coaching and feedback to Intake Hotline Workers regarding how they engage callers, gather information, and assess potential safety and risk factors.
- Performs a full range of supervisory functions to include: assigns, directs, and reviews the work of subordinate staff; administers leave and attendance; evaluates staff performance; recommends hiring, status changes, disciplinary actions, and terminations; plans, schedules and coordinates work operations to achieve optimal combination of employees and assignments; addresses issues or problems related to work operations; negotiates and troubleshoots employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; provides coaching; guides immediate reports in the implementation of performance standards; addresses disciplinary problems; provides governance over staff development and training plans.
- Performs other related duties as assigned.
Qualifications and Education
Master of Social Work (MSW) from a program accredited by the Council on Social Work Education is required .
At least three years of child welfare experience inclusive of one year of child welfare supervisory experience is highly preferred .
- Advanced knowledge of and ability to apply the principles and practices of social work practice to supervise hotline workers and social workers when needed.
- Comprehensive knowledge of related psychiatric, psychological, and medical practices used in the evaluation and treatment of children and families.
- Comprehensive knowledge of human behavior dynamics; demonstrable sensitivity to cultural diversity, age, and religious differences affecting child rearing, family and kinship patterns, attitudes about illness, medical care, and communication patterns to supervise staff.
- Knowledge of pertinent resources, legal status and related policies and procedures affecting children and families; knowledge of the structure, function, and mission of the Child and Family Services Agency, to supervise hotline workers and social workers consistent with established goals and objectives.
- Comprehensive knowledge of CFSA rules, regulations, administrative policies, procedures, programs, and overall operations and the ability to apply this knowledge and work experience to specific work situations.
- Demonstrable ability to develop and manage staff; effectively collaborate with internal and external stakeholders and provide excellent customer service; manage in a fast-paced environment while providing comprehensive guidance to immediate reports.
- Excellent oral and written communication skills, including the ability to make oral presentations, and write policies and procedures.
- Ability to use Microsoft Office for electronic case management requirements.
Licenses and Certifications
Must be a current DC Licensed Independent Clinical Social Worker (LICSW) to practice social work in the District of Columbia.
A valid District of Columbia driver's license or its state equivalent is required.
Other Significant Factors
Tour of Duty: Monday - Friday, 1st Shift: 12:00 p.m. – 8:30 p.m. 2nd Shift: 3:00pm – 11:30pm.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Pay, Plan, Series & Grade: MS
MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation: This position is "safety" sensitive per DPM Chapter 4, Suitability.
