Under general supervision, the Application Developer I provides and supports custom web, mobile, and desktop software solutions that are utilized both by County staff and citizens. The Application Developer I is responsible for the planning, development, implementation, analysis, management, and maintenance on a wide variety of software packages across a number of platforms. The Application Developer I collaborates with all County Departments to establish software and maintenance requirements and ensure those requirements are met.

Administration
- Perform system and program enhancements.
- Develop and conduct system and program testing.
- Receive, prioritize, and respond to staff, end user, department, and citizen requests for troubleshooting, maintenance, and resolution of problems and failures.
- Assist on approved projects.
- Provide technical assistance and conduct necessary research and analysis.
- Act as a resource to management, users, and departments.
- Interact with vendors as required.
- Research current and emerging trends and identify new solutions or enhancements.
- Provide technical support after normal working hours as needed.
- Author support documentation for both end users and IT staff.
- Create system diagrams and document processes.
Customer Service
- Advise management on situations that may require additional client support or escalation.
- Consistently provide excellent customer service.
- Communicates to the customer the status of requests for technical assistance as well as establishes a service level expectation with them.
- Receives, prioritizes, and responds to requests from other staff and client requests.
- Provides end-user support. Confers with clients to identify problems and to gather suggestions for improvements.
- Follow all relevant standards and procedures.
- Thoroughly document incident descriptions, activities, and resolutions.
Innovation
- Drive innovation in support of the County's goals.
- Assist with the introduction and integration of new technologies into existing environment.
- Assist with implementation of highly-available software systems across multiple devices.
Project
- Assist with the design, development, and deployment of new software solutions.
- Assist with the migrate and/or upgrade of existing software solutions.
Required Education: Associate's Degree in Computer Science, Software Engineering, or other closely related fields.
Desired Experience:
- Experience with cloud development:
- .NET MVC or Forms Framework
- Visual Studio
- NoSQL databases
- KnockoutJS, AngularJS or NodeJS
- Experience with mobile application development
- ITIL v3 Foundations Certification
Miscellaneous: An equivalent combination of education, certification, training, and/or experience may be considered in lieu of required education or experience. Must possess a valid Florida Driver's License.
Knowledge, Skills and Abilities- Ability to clearly communicate information both verbally and in writing.
- Basic knowledge of the methods, tools, and techniques applied to diverse IT Support in complex multi-platform networked environments.
- Basic knowledge of the body of available and current information resources applicable to the department's functions for technical research and development purposes.
- Basic knowledge of various current technologies relevant to existing applications, systems, and/or upcoming installations, e.g., Microsoft technologies; programming/scripting languages; web, server, and voice/data network technologies.
- Skill in reading and interpreting technical and trade journals, industry specific periodicals, product / manufacturer specifications, and related technical information and data.
- Ability to analyze, implement, maintain, and repair software; ability to evaluate, diagnose, and develop solutions to potential and real operational and system deficiencies to ensure continued and non-disrupted service to system users.
- Ability to utilize personal computers, standard office equipment, and standard software applications, e.g., word processors, database software, spreadsheet applications.
- Ability to establish and maintain effective working relationships with employees, division and department heads, public/private sector contacts, and County administration.
- Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.
Physical Demand: Light
- 20 pounds maximum lifting.
- Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
- If less lifting involved will require significant walking/standing.
- If mostly sitting is involved will require push/pull on arm or leg controls.
- Expressing or exchanging ideas by spoken word or perceiving sound by ear.
- Good eye sight for production or safety of self and others.
- Physical agility is required in kneeling, bending, stooping, and reaching.
- Required to have clear vision at distances of 20 inches or less.
