Summary Statement
The Construction Materials Engineer is responsible for managing and overseeing the materials engineering functions that support DelDOT's construction program. This position ensures that materials used in highway, bridge, and transportation infrastructure projects meet DelDOT standards, specifications, and federal requirements. The role includes maintaining DelDOT's AASHTO Accreditation for laboratory and field-testing operations, ensuring statewide compliance with quality assurance (QA) procedures and national standards. The Construction Materials Engineer provides technical guidance, quality oversight, and coordination with contractors, consultants, and internal project teams to ensure the integrity, durability, and performance of construction materials statewide.

Essential Functions

  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Job Requirements
JOB REQUIREMENTS for Engineer Program Manager II (Department of Transportation Only)
Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 3. One year experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

  • Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  • Three years experience as a project engineer in one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects.

Additional Posting Information
All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
