About this job:

The Senior Program Manager for Capital & Portfolio Investments leads the financial vision and strategy for the district's capital program including forecasting cash flow and making recommendations on timing of issuances and refunding of existing debt. Responsible for developing and providing monthly financial reports to the Bond Oversight Committee and district senior leadership. Provide senior leadership with information and recommendations to inform decision making around the use of remaining capital funds and identifying appropriate funding sources for capital needs.

What You'll Do:
  • Develop and present monthly financial information to the Bond Oversight Committee and district senior leadership. Provide the Senior Program Manager, Board and Community Planning with the financial information needed to help drive meeting agendas and focused conversations. Identify timelines and help to facilitate the required processes to allocate bond premium
  • Lead and coordinate as the district point of contact for all debt issuances and refunding's. Includes working closely with external financial advisors and banking contacts to identify potential opportunities and ensuring all required documentation from the district is completed accurately and on time. Develop and provide regular updates on spend forecasting relating to each issuance to minimize or eliminate potential arbitrage
  • Attend weekly meetings to provide context and to make recommendations to the Chief Financial Officer on requested funding and capital projects. Provide thoughtful recommendations on appropriate funding sources to ensure the district is meeting its obligations to Denver taxpayers. Develop recommendations on the process and identify ways to improve and streamline as needed
  • Responsible for the financial oversight of the district's capital program, including utilities, facility management, and leases, across all funding sources. Acts as the subject matter expert in the capital budgets and ensures alignment with the approved Bond packages. Provide guidance to executive leadership on funds available to support critical capital needs as they arise   
  • Cultivate relationships with internal and external stakeholders, devising communication strategies to ensure input and agreement on key decisions and direction of the capital program. Drive change initiatives, collaborate closely with cross-functional project teams to ensure accuracy of data and reporting to the community
  • Provide training and support on the financial system, district forecasting processes, and budget request processes to Executive Directors and their teams to ensure internal and external reporting reflect project manager expectations. Support all departments in understanding costs, remaining budgets, and bond scope approved by voters 
  • Other duties as assigned

What You'll Need:
  • Bachelor's Degree (Master's Degree Preferred) in Business Administration, Accounting, Finance or related field is required
  • 3 to 5 years of experience in Financial Markets is required
  • 2+ years of management responsibility is required
  • Knowledge of program management best practices
  • Work style that yields high results when working independently or as part of a team
  • Ability to foster effective relationships with district staff, schools, and external partners
  • Ability to prioritize multiple projects
  • Ability to develop, plan, and implement short- and long-range goals, establish priorities, and organize resources
  • Ability to multi-task without compromising integrity or fidelity
  • Experience and proficiency with Microsoft Office products and/or Project Management Software (e.g. Excel, Word, Outlook and PowerPoint)
  • Effectively handle multiple demands and competing deadlines
  • Inspired, visionary who can foster/generate excitement, buy-in and understanding with colleagues and employees outside of the team
  • High degree of integrity in handling confidential information
  • Knowledge of school district business and financial practices and procedures as well as grants and/or capital planning processes
  • Ability to forecast and model complex financial decisions relating to debt issuances and refundings
