The Program Manager - Product Strategy and Development is responsible for leading complex, cross-functional initiatives that bring new product and service offerings and enhancements to market expanding our company's product portfolio. This role is responsible for managing the full product lifecycle for the program – from strategy to concept through implementation and ongoing optimization. The Program Manager will manage key product initiatives using a strong understanding of benefit plan design and product delivery while leveraging strong project management skills to execute on our strategy. This role is critical to ensuring operational readiness and measurable business impact for high-priority product launches.

PRIMARY JOB RESPONSIBILITIES:

  • Drive end-to-end program delivery for new product initiatives from planning through launch and adoption.
  • Support definition and execution of product and program roadmaps and drive near and long-term strategies that increase product value over time.
  • Develop product requirements, benefit designs, pricing strategies, and value propositions in collaboration with actuarial, underwriting, sales and marketing teams.
  • Partner with sales, marketing and market research teams to build go-to-market strategies and launch plans that drive adoption and growth.
  • Manage cross-functional project teams, ensuring timelines, deliverables and milestones are achieved. Identify and mitigate risks, dependencies and issues proactively.
  • Create and maintain detailed project plans, governance documentation and stakeholder communication updates.
  • Coordinate across departments, including operations, legal, compliance, clinical and provider relations, to ensure successful implementation and regulatory alignment.
  • Review product performance against expectations and facilitate changes to the product portfolio to improve competitive position and optimal product performance.
  • Support sales, marketing and client service teams for key client activities, including the development of training materials for new products or enhancements.
  • Assist in the development and implementation of product filings.
  • Prepare and deliver clear and concise executive level reports, updates and recommendations.
  • Serve as a subject matter expert to internal and external stakeholders on specific marketplace and product topics.

JOB QUALIFICATIONS:

Required:

  • Bachelor's degree in business administration, healthcare, or equivalent field of study.
  • 5-7+ years in program/product management delivering products or services in regulated industries (healthcare, health, dental or ancillary insurance or adjacent).
  • Strong understanding of health insurance and ancillary products and benefit design.
  • Proven track record launching new products or programs with strong governance and stakeholder management.
  • Excellent communication, collaboration and stakeholder management skills and the ability to translate complex work into actionable plans.
  • Strong analytical and problem-solving skills, and adept at balancing multiple priorities in a fast-paced environment.
  • Experience coordinating with external vendors and scaling standardized processes.
  • Expertise in program tools (Smartsheet/Jira/Asana) and executive reporting.
  • Familiarity with compliance frameworks (HIPAA/PHI preferred).

Preferred:

  • 3+ years of experience in ancillary benefits (dental, vision, hearing, or related).
  • Experience working with the Division of Insurance (DOI) preferred.
  • Experience with product filing requirements preferred.
  • Certifications (PMP, PgMP, SAFe/Agile).

PHYSICAL DEMANDS:

  • Ability to work remotely from a dedicated space and in a professional office setting.
  • Ability to commute to corporate office on a regular basis
  • Ability to operate personal computer and related technologies.
  • Ability to travel by air as required s by company and business.
  • Ability to communicate effectively and work in a matrixed environment.

The target hiring range for this role is $132,260- $155,600 (Annually). The starting base salary will be determined based on skills, experience, and other job-related factors.
