Job Summary:
Legal Aid of San Bernardino (LASSB) has an immediate, full-time position for HR/Office Manager. We are seeking a detail-oriented and knowledgeable HR/Office Manager to lead HR functions, oversee administrative support teams, and ensure smooth daily operations across multiple sites. This role is ideal for a proactive leader who excels at managing people, improving processes, and delivering outstanding HR and payroll support. This role is critical to ensuring timely, accurate pay and compliance with state and federal wage and hour laws. The ideal candidate is highly organized, analytical, and comfortable managing multiple priorities in a fast-paced environment.

Key Responsibilities
Human Resources & Payroll

  • Serve as the primary HR and payroll point of contact for assigned client accounts.
  • Process payroll for hourly and salaried employees, including adjustments and variable pay using Paychex.
  • Manage the full employee lifecycle: onboarding, offboarding, compensation changes, and status changes.
  • Maintain employee records and ensure compliance with local and state regulations.
  • Support benefits administration (open enrollment, enrollment changes, and terminations).
  • Respond to HR and payroll inquiries, providing timely issue resolution.
  • Develop and update HR documentation, including SOPs, checklists, and templates.
  • Monitor timekeeping and attendance to ensure payroll accuracy.

Administrative Staffing & Office Operations

  • Develop and implement administrative staffing plans and oversee support assignments.
  • Partner with management and practice group leaders to align staffing with workflow needs.
  • Oversee administrative support schedules and desk coverage to maintain efficient operations.
  • Lead the annual performance review process for administrative staff, including evaluations, goal setting, and compensation recommendations.
  • Review and approve employee time-off requests to ensure adequate coverage.
  • Ensure administrative teams receive proper training and resources.
  • Support the full candidate selection process: resume screening, interview coordination, interview participation, and offer approvals.
  • Coordinate employee events and team activities as assigned.
  • Provide strong leadership by setting expectations, promoting balanced workloads, and addressing staff concerns promptly.
  • Manage expense reporting by verifying coding and ensuring timely invoice processing.
  • Oversee general office management, including supply procurement and site organization.

Recruitment & Hiring Support

  • Communicate with applicants, schedule interviews, and respond to applicant inquiries.
  • Coordinate new hire paperwork and ensure compliance with internal, legal, and grant requirements.
  • Support posting and managing job openings in the applicant tracking system (ATS).
  • Track background check processes as required by policy and contract obligations.
  • Prepare materials and processes for welcoming new hires, ensuring alignment with budget and benefits policies.

Qualifications

  • Bachelor's degree or equivalent combination of education and experience.
  • Seven (7) years of progressively responsible HR, administrative, or related experience, including at least three (3) years in a supervisory or leadership role.
  • Exceptional verbal and written communication skills.
  • Demonstrated ability to handle sensitive or challenging situations with professionalism.
  • Strong leadership, coaching, and team-development skills.
  • High-level analytical, problem-solving, and organizational abilities.
  • Proficiency with HRIS/ATS systems, payroll software (Paychex, ADP, Paylocity, etc), and related technologies.
  • Ability to adapt quickly, manage competing priorities, and support multiple teams.
  • Strong interpersonal skills with the ability to collaborate effectively across departments.
  • Ability to analyze business documents and prepare reports, correspondence, and procedural manuals.
  • Comfortable presenting information and responding to questions from attorneys, managers, and staff.
