Description

This highly independent position requires extensive skills, knowledge, and ability to manage the County's communication system, information technology (IT), Cybersecurity, wireless technology, telephony, and technology infrastructure. Works with staff to establish policies, procedures, and performance standards for quality assurance for all areas of IT and communications.

Examples of Duties

Countywide Radio System

Maintain supervision and control of the communication system operations to include, but not limited to, budgeting, training, and asset management. This includes tower site locations, dispatch centers and any applicable communications areas related to interconnections of those services.

Ensure compliance with legal and regulatory requirements and mitigate contract terms and conditions risks.

Collaborate with cross-functional teams, including legal, procurement, and operations, to ensure that contracts are in alignment with county objectives and meet operational requirements. This would include collaboration with any local, state, and federal agencies.

Monitor and report on contract performance and identify areas for improvement. This shall in conjunction with all applicable contactors and County Departments.

Acquire and maintain all applicable licensing and frequency coordination for compliance with FCC and APCO regulations.

Maintain and upgrade as necessary for the subscribers, portable and mobile devices.

Manage third party contracts and/or interagency agreements for collocation on tower sites.

Information and Technology

Manages the service provider's contract. This includes any amendments to the agreement, negotiating the contract and ensuring the contract terms and conditions adhered to by the vendor.

Cybersecurity

Working with the state provided support, such as Florida Digital Services, to ensure cybersecurity training is available to those who are applicable to take it and ensure personnel comply with training requirements.

Telephony and Mobile Device Management

Manages the services provider's contract for VOIP (phone lines).

Responsible for mobile device management through vendor management. This will include cell phones, tablets, mobile modems, and air cards.

Asset Management

Accountable for inventory management, purchasing, demand planning & supplier management.

Align with sourcing strategies and savings plans while coordinating with the procurement office.

Support other county facilities participating in the program.

Collaborate with the Clerk of Courts and associated County entities including Constitutional Offices to ensure asset records are accurate.

Typical Qualifications

Must possess a high school diploma or GED equivalent; State contract certification/contract manager certification is highly desirable. Knowledge of public safety radio systems preferred. Project management experience preferred. A minimum of five (5) years of progressively responsible experience in voice, data or radio communication electronics is beneficial. A college degree in a related field is also acceptable. A valid Florida Driver's Class E license required.

  • Knowledge of safety rules, regulations, work procedures, equipment, and materials requirements.
  • Knowledge of project management best practices.
  • Ability to operate appropriate computer equipment; use properly all related hardware and software and/or acquire knowledge thereof.
  • Ability to operate a variety of communications devices or acquire adequate training.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to prepare clear and concise reports.
  • Ability to process the latest information quickly.
  • Ability to prioritize work assignments.

Supplemental Information

Generous benefits package with a potential value of up to $30,000 annually. Full-time employee benefits include employer sponsored health insurance, $50,000 sponsored life insurance and short-term disability.
