State Compensation Insurance Fund's Network Operations Team has an exciting and challenging opportunity for an Enterprise Foundational Applications Manager.
The incumbent will be responsible for managing a diverse team of Enterprise Backup Professionals, Service Now Administrators, Documentum Document Management Experts, and Documentation and Technical Writing staff. We are seeking someone who fosters and encourages team building and trust and enjoys work in a rapid-pace environment.
Under general direction of the IT Systems Services Manager (ITM I), the incumbent will:
- Manage a staff of up to 12 administrators supporting enterprise technology systems in backup and recovery, IT Service Management systems in ServiceNow, and Documentum Document Management
- Plan, conduct, and coordinate complex information technology assignments
- Oversee designs and apply new methods and solutions, and can function as a technical project manager
- Interact with and support partner teams in Systems Services such as security and Office 365
Desired Core Competencies:
The selected candidate will have the following skills and abilities:
- Minimum of Four (4) years of leadership and technical experience in system/network architecture, and any or all of the following: design and implementation in backup and recovery technologies, ITSM principles and concepts, Document management processes, Procedure and policy documentation concepts and related fields
- Preference for individuals who have some technical experience with ServiceNow or other ITSM systems, Commvault or other backup and recovery systems, and Documentum or other document management systems
- The ability to identify key trends and emerging technologies that can enhance or impact the solution architecture to maximize the value of State Funds systems
- Experience recommending new policies and procedures to eliminate or reduce barriers to effective production to improve customer service
- Proficient in infrastructure design, implementation planning, deployment support, software strategy, system troubleshooting, performance engineering and optimization, maintenance strategy
- The ability to review and assess new technologies as they apply to area of responsibility
- Proficient at coordinating the work of staff to ensure compliance with policy and contract
- Understands how to support, develop, and engage staff to optimize performance and bolster a healthy work-life balance.

Working Conditions
The successful candidate must reside in California upon appointment.
Selected candidate(s) hired may be required to attend in-person Onboarding at our Vacaville office with expenses for attendance paid by State Fund.

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract.
