As the Program Specialist 5 for the Apprenticeship Program, you'll manage all aspects of the Apprenticeship Program and manage the Washington State Apprenticeship and Training Council (WSATC) quarterly business. You'll use your independent judgement and delegated decision-making authority in program activities including budget management.

In this role, you'll support the goals of the Governor and the Department of Labor and Industries to monitor, promote and expand Registered Apprenticeship in the interest of developing demand-driven employment and training services for a highly qualified and highly skilled workforce.

Duties
Some Of What You'll Do

  • With delegated budgetary authority for the section, prepares the budget, makes recommendations, updates budget projections, and monitors budget status and expenditures.
  • In consultation with the Apprenticeship Program Manager, negotiates and administers contracts for food, beverages, lodging, conference facilities and meeting rooms for all Apprenticeship Program business to include but not limited to WSATC meetings, administrative hearings and special meetings.
  • Manages purchasing and procurement of office equipment and supplies for all personnel in the Apprenticeship section.
  • Manages & leads the revisions, implementation, interpretation and administration of program specific policies, procedures and practices.
  • Sets standards for the program by establishes office procedures, priorities, policies and goals to facilitate workflow.
  • Independently manages the planning, organization and coordination of the
  • Washington State Apprenticeship Training Council (WSATC) business events.
  • Manages preparation, maintenance and publishing of the WSATC agenda and associated actions.
  • Oversees the organization & coordination of the adjudicative proceedings and mediations.
  • Supervise Program Specialist 3, Office Assistant and Data Consultant to include assigning duties, review final work product, set expectations and conduct staff evaluations.
  • Assists Program Manager in reviewing, developing, proposing and managing changes in the apprenticeship laws, rules, policies and practices.

Qualifications
Required:

  • A Bachelor's degree and 4 years of relevant experience

OR

  • A Master's degree and two years of relevant experience.

OR

  • 8 years of relevant experience

OR

  • An equivalent combination of education and relevant experience

Desired

  • Professional management and/or supervisory experience
  • Knowledge of laws, rules, regulations and guidelines regarding the Washington State Registered Apprenticeship system.
  • Demonstrated work experience with the administration of a registered apprenticeship program.
  • Event planning and organization experience.
  • Experience negotiating and executing service contracts.
  • Intermediate level user of Microsoft Office suite of programs.
  • Work experience-involving data tracking systems or databases

For this position, telework is permitted with one day per week in office. The assigned duty station for this position is Tumwater, Washington.
