Nature of Work
Under general supervision, manages the financial, administrative, and business operations of the Information Technology Department, ensuring accurate reporting, effective budgeting, and compliant procurement and contract processes; performs related work as assigned.

The candidate will be responsible for leading and participating in work on multiple projects and must maintain high levels of professional conduct and work quality.
Please Note: This position will require the successful completion of a Criminal Justice Information Services (CJIS) fingerprint and background clearance within 90 days of employment; this must be maintained throughout employment.
Typical Duties
- Administers departmental accounting functions
- Participates in the development, monitoring, and administration of the Information Technology annual budget, identifying areas for financial optimization and contract approvals
- Prepares cost projections, and financial and administrative reports
- Participates in strategic planning and service improvement opportunities including short and long-term business strategies, and enhancements for customer outcomes
- Participates in internal and external audits
- Supervises and trains staff as assigned
- Oversees all aspects of payroll, accounts payable, purchasing, employee travel requests, and reviewing and monitoring P-Card transactions
The essential functions of this position include sitting, working with and around others; vision acuity (near) for working at a computer; working with interruptions; repetitive motion (hand/wrist); vision acuity (near/far) for computer input, etc.; hearing and speech for ordinary conversations; touch/finger dexterity for computer work.
Minimum Qualifications
Associate degree in accounting, business administration or a related field and two years of increasingly responsible budget/accounting experience; OR;
Bachelor's degree in accounting, business administration or related field and one year of increasingly responsible budget/accounting experience; OR;
Three years of increasingly responsible budget/accounting experience; OR;
Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.
Preferred Qualifications
The preferred candidate will have knowledge of TYLER Munis, and/or other accounting or enterprise resource planning (ERP) systems. The Business Manager will regularly interact with organizational staff, vendors, and contractors; therefore, a person in this position must be able to deal courteously and effectively with fellow employees and citizens.
This position is non-exempt from overtime.
This position is safety sensitive.

- Governmental accounting practices, including purchasing, procurement guidelines, and governmental accounting standards (GASB)
- Currently available automated accounting systems
- Principles and practices of office administration, management and supervision
- Capital and operational expenditure oversight

- Budgetary theory, principles and practices
- Contract Management and administration
- Independent and effective time management

- The operation of automated office equipment
- The use of computerized budget/financial tracking and reporting programs
