Description

Leidos is seeking a Scheduler/Process Improvement Specialist for a 200+ FTE technical development program supporting the Sponsor's Entitlement Programs as well as IdAM /ICAM, Authentication, Authorization, Attributes and Digital Policy Management. The Scheduler will work with a large team of developers, software engineers and data engineers. The successful candidate will support continuity of our customer's mission by helping to modernize and implement industry standards while ensuring secure, reliable, and uninterrupted availability of IT systems.

  • Serve as the primary scheduling leader, shaping program strategies through advanced scheduling practices.
  • Partner with program managers, Program Architects, IPT Leads, project managers, and technical staff to execute client deliverables and influence decision-making and optimizing program performance.
  • Build and maintain complex Integrated Program Schedules (IPS) and related artifacts (LOE discrete subtasks) in compliance with applicable standards and policies to resource/cost/forecast for the program
  • Lead the Schedule Risk Assessments (SRA) to quantify risk exposure and create actionable mitigation strategies.
  • Present schedule insights, risks, and "what-if" scenarios to senior program and customer stakeholders, often shaping contract execution strategies.
  • Implement program scheduling business rhythms and controls.
  • Monitor, analyze, and report performance against baseline schedules to ensure that contractual, cost, and schedule objectives are met.

  • Interfacing directly with the client and internal management to report progress, schedule and risks across a portfolio of electrical distribution projects

  • Assist the project manager with the creation and maintenance of comprehensive project dashboard reports and KPI tracking

  • Develop and produce schedule weekly/monthly project control reports for client and internal management review: which includes resource loading analysis and schedules, critical path items and risk analysis to minimize impact on project timelines and deliverables.

  • Ensure project schedule is integrated and aligned with program objectives, timelines, and milestones.
  • Track project timelines, identify potential delays, and provide recommendations for corrective actions to keep projects on schedule.
  • Generate regular progress reports, including schedule updates, milestone status, and performance metrics. Communicate updates to management.
  • Conduct "what-if" analysis to predict potential impacts of changes to the project schedule. Provide scenarios and recommendations for decision-making based on these analyses.
  • Assist in the identification and resolution of scheduling conflicts and constraints, working collaboratively to find feasible solutions.
  • Identify opportunities and implement process improvements for the program and contribute to the development of best practices.

Basic Qualifications:

  • Active TS/SCI with Polygraph
  • Master's degree and 15+ years' experience. Additional experience in lieu of degree.
  • Recognized expertise in programmatic scheduling, theory, practice, and Earned Value Management (EVM) principles, with proven success leading schedule management on large, complex programs.
  • Advanced mastery of Microsoft Project and scheduling analytics.
  • Strong command of advanced scheduling practices, including:
  • 14-Point Analysis and schedule health assessments
  • Critical Path Method (CPM) and float management
  • Schedule execution metrics (BEI, CEI, CPLI, SV, SPI, etc.)
  • Schedule risk modeling and Monte Carlo simulations
  • Baseline change control governance
  • Schedule status processes
  • Schedule health assessment (e.g., 14-Point/DECM Analysis)
  • Resource loading/management
  • Cost and schedule integration

  • Ability to create "what-if" scenarios within the schedule that inform program leadership.

  • Strong desire to grow and learn new technologies.
  • Ability to communicate effectively in writing and verbally from informal one-on-one discussions or in a small group environment.
  • Ability to work within a dynamic work environment, ability to handle multiple tasks at once

Preferred Qualifications.

  • Intermediate to advanced expertise using Structured Solutions Inc. (SSI) Tools for Microsoft Project
  • PMI Scheduling Professional (PMI-SP) certification
  • Scheduling Professional (SP) certification
  • Proficiency in MS Project macros and custom reporting
  • Familiar with Agile Methodologies, preferably SCRUM or Kanban
  • Experience with tools such as JIRA, Confluence, Hive
  • Program Management Professional (PMP) certification
  • Milestones Professional experience

Pay Range:

Pay Range $130, $235,000.00
