Position Overview
The Construction Management & New Destination Development Sourcing Manager is responsible for leading strategic global sourcing initiatives that support the planning, construction, and activation of new destination developments across the Caribbean. This role develops comprehensive sourcing work packages, manages general and specialty contractor selection, procures back-of-house (BOH) equipment, and oversees all construction-related purchasing required for destination development projects.
The ideal candidate brings strong experience sourcing for construction, engineering, or capital development programs and demonstrates advanced commercial, technical, and analytical capabilities, particularly in construction bid leveling and Division 16 procurement categories.
Key Responsibilities
Strategic Sourcing & Procurement
- Develop and execute sourcing strategies for construction-related services, including general contractors, subcontractors, engineering firms, and construction management providers
- Create detailed scopes of work and bid packages aligned with construction standards, including cost breakdowns and Division 16 aligned bid leveling structures (electrical, power distribution, communications, controls, etc.)
- Lead full RFP processes, including drafting, issuance, bidder Q&A, pre-bid meetings, and proposal evaluation
- Perform detailed bid leveling for general contractors, specialty trades, BOH equipment suppliers, and Division 16 electrical categories
- Select vendors based on commercial competitiveness, technical compliance, capabilities, schedule alignment, and stakeholder input
- Procure BOH equipment, utilities infrastructure, electrical and mechanical systems, long-lead items, and construction materials
Negotiation, Contracting & Commercial Management
- Lead negotiations on pricing, schedules, commercial terms, and conditions with contractors and suppliers
- Partner with Legal to formalize contracts, mitigate risk, and strengthen commercial protections
- Support development of contracting strategies, including lump sum, unit rate, design-build, and construction manager at-risk models
Vendor & Supplier Management
- Manage supplier performance throughout project execution, ensuring compliance with scope, quality, schedule, and safety requirements
- Lead change order management, including scope validation, pricing review, negotiation, and approval workflows
- Conduct supplier performance evaluations and implement corrective actions as needed
- Maintain a preferred supplier network with strong capabilities in Caribbean construction environments
Project Collaboration & Execution Alignment
- Collaborate closely with construction management, development, engineering, architecture, logistics, and finance teams
- Support cost estimating, budgeting, and capital planning activities
- Align sourcing and contract awards with project schedules, procurement milestones, and logistics constraints
- Coordinate with freight forwarders and supply chain partners for shipment and delivery of materials and equipment to island destinations
Risk, Compliance & Market Intelligence
- Conduct due diligence on contractors and suppliers, including financial capacity, safety records, and regulatory compliance
- Ensure procurement activities align with applicable regulatory, environmental, sustainability, and company policies
- Monitor market conditions, commodity pricing, labor availability, and construction cost trends, particularly in Caribbean markets
Qualifications
Required
- Bachelor's degree in Supply Chain, Construction Management, Engineering, Business, or a related field
- 5 8+ years of experience in strategic sourcing for construction, capital projects, or large-scale development
- Strong experience managing RFPs, bid leveling, and proposal evaluations across construction trades, including Division 16 procurement categories
- Proven ability to source general contractors, specialty contractors, and construction management services
- Demonstrated success negotiating contracts and managing change orders
- Strong supplier performance management and vendor relationship skills
- Experience supporting multi-country or island-based development projects
Preferred
- Experience with Caribbean or remote island construction programs
- Knowledge of maritime logistics and shipping processes for construction materials and heavy equipment
- Professional certifications such as CPSM, PMP, or equivalent
- Background in hospitality, resort, destination development, or major commercial construction projects
Compensation & Benefits
- $65.00/hour, paid weekly on Fridays.
