Description of Work
Position will work independently performing advanced level technical work supporting engineers in administration and execution of District programs including review of complex plan submittals for right of way encroachments, commercial driveways, subdivision road construction, road addition/abandonments and preparation of associated documents as well as design of small roadway improvement projects and administration of highway construction contracts in accordance with established policies and guidelines. Employee will be responsible for conducting field investigations, and inspections for various public and private construction operations including driveway permits, encroachment contracts, subdivision reviews, collection and analysis of field data and other duties as assigned. Employee will perform independent complex inspections of roadways, construction, and materials to assure compliance with purchase order and Division contract agreements. Assist developers, contractors, engineers and the general public in road matters pertaining to Franklin, Vance and Warren Counties and other duties assigned. Must have the ability to read and interpret construction plans, contract provisions, specifications, and inspection procedures. Employee should possess a general knowledge of mathematical functions, including algebra, geometry, and trigonometry and be skilled in the use of survey instruments, basic office equipment and computer programs such as Microsoft Word, Excel and Access and Micro Station. May assist with TIP inspection as project workload may require.

Salary Grade and Salary Range: NC13 $48,222 - $84,388
Management prefers applicants with the following:
- Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision
- Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups
- Experience applying engineering concepts to solve complex problems
- Experience working in a team environment to complete assignments
- Demonstrated ability to read, interpret and produce engineering plans and specifications
Additional Expectations:
This position is required to work nights, weekends, holidays and extended hours as necessary for emergency and planned operations in all types of weather conditions and on uneven surfaces and slopes. Employee must be able to legally operate a motor vehicle. Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public. Should be able to effectively communicate in a clear, concise, organized, and persuasive manner. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, and traversing rough terrain in evaluating highway construction. Must be able to perform moderate physical activity including, but not limited to, walking, climbing, balancing, kneeling, and standing. Must be able to lift 50 lbs. Safety toe footwear is required for this position.
Minimum Education and Experience

Associate's degree in an applicable area of engineering technology from an appropriately accredited institution and six (6) years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight (8) years of progressive technician experience; or an equivalent combination of education and experience.
