Why does the job exist?
The Grants Management Bureau within the Department of Public Safety (DPS) oversees the fiscal and programmatic administration of a diverse portfolio of federal and state grants that provide essential funding for DPS law enforcement initiatives, as well as for local and statewide law enforcement agencies and task forces across New Mexico. The Grants Analyst position is responsible for ensuring compliance with all fiscal and programmatic requirements in accordance with federal regulations, including the Uniform Grant Guidance (2 CFR 200).
How does it get done?
The Grants Analyst is responsible for the implementation and management of the Edward Byrne Memorial Justice Assistance Grant (JAG) Program and other assigned federal programs that support state and local law enforcement agencies throughout New Mexico. These programs enhance the effectiveness and efficiency of the criminal justice system by providing critical funding and technical assistance. The Grants Analyst provides advanced fiscal and programmatic oversight, ensuring compliance with federal and state regulations, and manages over $5 million in annual federal funding. This position also coordinates and facilitates quarterly meetings of the Drug Enforcement Advisory Council (DEAC), established by the Governor's Office, and prepares policy recommendations for the Governor and DEAC Chair on issues related to illegal drug activity and violent crime. In addition to managing day-to-day grant operations, the Grants Analyst contributes to policy development, process standardization, training initiatives, and continuous improvement efforts aligned with the Department of Public Safety's mission. The position oversees sub-grant awards, conducts financial reconciliations, tracks budgets, performs drawdowns, and ensures the accuracy of all financial reporting. The analyst also compiles required performance reports, prepares annual applications and strategic plans, and organizes DEAC meetings, trainings, and subcommittee sessions, promoting accountability, compliance, and program success statewide.

Employment Requirements
The selected candidate must possess and maintain a valid driver's license, and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Course Certificate within six (6) months of date of hire. Some in and out of state travel may be required. Selected candidate must have own mode of transportation for work-related travel. The selected candidate must have the ability to complete assignments with a high level of accuracy within, strict time constraints of high-volume data flow. This position may occasionally be required to work extra hours, weekends and holidays depending on the time of urgent business needs. Employment is subject to a pre-employment background investigation in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results.
Working Conditions
Work is usually performed in an office setting, with extensive exposure to VisualNideo Display Terminal (VDD, personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
