(EMS BAND 1)

Full-Time | Exempt

The full position salary range for is $82,752 - $99,720; however, the annual starting/hiring salary range for the candidate selected for hire will be between $82,752 - $91,236 depending upon qualifications.

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday.
The nature of this role relies heavily on remote and in-person collaboration. This position is required to report weekly on-site for in-office work and possibly meetings with partners at project locations. This position will not be eligible for out-of-state telework. Travel requirements are limited.

About this Opportunity
As the Local Integrating Organization Program Manager, you will lead and grow the Puget Sound Partnership's Local Integrating Organization (LIO) Program, guiding a network of ten local organizations and the development of local ecosystem recovery plans that advance the Action Agenda. In this role, you'll oversee daily program operations, support both internal staff and external LIO Coordinators, and uphold a strategic vision that strengthens the program's impact on Puget Sound recovery. You'll also guide the creation and maintenance of local plans, represent the program in key forums, foster clear communication across partners, and provide supportive supervision and engagement to ensure strong, collaborative progress.

The default assigned work location of all Partnership positions – both on-site and telework – is within the State of Washington. Employees have a choice for their onsite work between our Olympia, Tacoma, or Seattle locations. However, you may be required to work at a specific location occasionally based on business needs. Employees must be able and prepared to report to any of the three locations as requested by agency Leadership. If you currently live outside of Washington state, newly hired employees must relocate to Washington state within 30 days of starting employment, and report to the Olympia office headquarters in person on the first day of employment.

Duties

Some of What You'll Enjoy Doing Includes:

  • Lead development and execution of the LIO Program's strategic vision, goals, workplans, budgets, contracts, and operational improvements.
  • Oversee daily program operations, manage key external partnerships, coordinate LIO Coordinator meetings, guide decision-making processes, and review ongoing program communications such as the bi-weekly LIO Digest.
  • Ensure LIO capacity contracts and amendments align with program goals, and manage program spending within approved budget and fiscal timelines.
  • Direct creation, maintenance, and adaptive management of LIO Action Plans, including coordinating topic selection, workshops, partner engagement, and management of the public Action Plan database.
  • Represent the LIO Program regionally, lead communications with partners, and advance local ecosystem recovery priorities through collaboration with EPA, Strategic Initiative Leads, Tribal governments, and other partners.
  • Promote innovation and manage staff performance, including hiring, training, mentoring, professional development, accountability, and scheduling in alignment with HR policies and best practices.
  • Maintain ownership of program operations, making informed decisions, addressing conflicts, assessing risks and opportunities, and balancing multiple priorities while ensuring alignment with agency policies and SOPs.
  • Use data, workload analysis, and stakeholder feedback to guide decisions; collaborate effectively across internal and external partners; and adapt approaches based on new information and changing circumstances.
  • Advance agency DEI and environmental justice goals by integrating equity into program planning and decision-making, co-designing engagement with communities and LIO Coordinators, and improving access and outcomes for marginalized groups.
Qualifications

Required Qualifications:

  • Nine (9) years of education and/or experience in natural resource management or related field.
  • Demonstrated experience:
  • Leading complex, multi-partner projects by synthesizing diverse perspectives, and resolving barriers.
  • Advancing long-term goals through effective facilitation, committee work, and strategic meeting management.
  • Representing and advocating for stakeholder or agency interests in internal and public settings while supervising staff, volunteers, or working groups on high-impact projects.
  • Managing contracts and budgets, and tracking program progress.
  • Collaborating with local jurisdictions and Tribes within adaptive management and natural resource planning frameworks.
  • Demonstrated abilities, skills, and knowledge:
  • Adapting program priorities and reassessing operations creatively to meet evolving leadership direction and achieve goals within limited resources.
  • Maintaining composure under pressure by managing heavy workloads, competing deadlines, ambiguous tasks, and frequent interruptions with professionalism and ease.
  • Communicating clearly in writing and presentations, distilling complex information for diverse audiences while producing concise, accessible messages.
  • Using Microsoft Office and learning new technologies as needed.

Preferred Qualifications
These additional qualifications are not required, but highly desirable:

  • One (1) or more year of experience supervising staff and conducting performance management assessments (e.g. Expectations and Evaluations) including evaluating employee needs to assure there is a healthy work life balance while also ensuring that the core functions of the program persist.
  • Demonstrated leadership and program management expertise, including long-term strategic vision development and socialization, alongside strong skills in mentoring and advocating for staff interests.
  • Knowledge of the Puget Sound Action Agenda, the Puget Sound Salmon Recovery Plan, and the Puget Sound Science Work Plan.
  • Knowledge, experience, and skills in mediation, negotiation, and alternative dispute resolution principles, methodologies, techniques, and practices.
  • Experience advocating others to implement work described in recovery plans.
