FINANCE DIRECTOR/CONTROLLER

The Borough of Wyomissing in Berks County, PA is hiring for the Finance Director/Controller position. The desired candidate must have a Bachelor's degree, with a minimum of six to eight years of progressively responsible and directly relevant professional accounting, managerial and municipal government experience, with 10 or more years experience preferred. CGFM, CPFO, CPA, and CMA credentials are preferred.

This is a senior managerial position that involves, but is not limited to serving as the Borough's Chief Financial Officer/Controller and acts as the financial policy advisor to the Borough Council. This position has a wide variety of duties, involving a high degree of technical competence, in: financial analysis, business and operations management, accounting procedures and requires a strong general knowledge of municipal finance and general operations/administration of municipal governments in Pennsylvania. Employee is responsible for creating and regularly reviewing/maintaining an effective system of written internal controls, based on best practices in financial/accounting management, to insure effective, efficient, and appropriate use of Borough resources and must monitor changes in the regulatory and control environment to effectively adapt existing policies and procedures to meet new conditions and/or regulatory requirements. Essential to this position is the ability to make ethical, sound and prudent business management and financial decisions within the framework of existing policies and procedures and to proactively identify when additional/revised policies, procedures, best practices and/or internal controls are necessary to ensure the most effective, efficient, and prudent use of Borough financial assets and resources. A focus on identifying opportunities for continuous improvement in efficiency, productivity, cost savings and excellence in departmental and Borough service delivery is also a key expectation of this position.

SUMMARY:

LEVEL OF SUPERVISION/SUPERVISORY RESPONSBILITIES:

Exercises supervision over the Business Office and other assigned operations to achieve goals and objectives. This position has a wide degree of independence in day to day activities and responsibilities and reports directly to the Borough Manager. This position will provide day to day supervision/direct the daily work of Business Office employees and may, as assigned/delegated by the Borough Manager, provide supervision and oversight to other Borough Hall administrative employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (includes but is not limited to the following):

In addition to those duties and responsibilities applicable to and provided for by the Commonwealth of Pennsylvania pursuant to Borough Code, and all other duties as may be assigned by the Borough Manager and/or Borough Council, the Finance Director/ Controller:

·Oversees, monitors and reviews accounting system functionality and the preparation, posting and adjustments to journal entries; updates general ledger accounts for monthly revenue and expenditure transactions; analyzes and reconciles accounts to the general ledger as required; generates monthly trial balances; prepares year-end adjustments as may be required, and closes the general ledger.

·Under the direction of the Borough Manager, holds primary responsibility for analysis and preparation of annual budgetary projections and proposed draft budget, including supervising and/or performing all data entry to prepare the budget, compilation of all supporting documentation, to include budget rationale and summary of changes, and insures proper posting of all budget information to proper accounts after budget adoption.

·Oversees the preparation of the monthly treasurer's report, compares budget versus current actual revenues and expenditure analysis on an on-going basis, provides financial and budget information to other Departments and reports monthly financial progress/variance reports and status to Borough Manager, Department Directors and the Borough Council.

·Continually analyzes and identifies areas of deficiency, or where best practice enhancements need to be made, to the internal controls that are in place to ensure Borough assets are properly utilized and safeguarded.

·Identifies when a potential for increased efficiency or effectiveness in use of Borough funds may be possible, develops appropriate recommendation(s) and presents same to Borough Manager for consideration. Ex: group or bulk purchasing when appropriate, etc.

·In the absence of the Borough Manager, authorizes routine expenditures in amounts less than $5,000 without prior Board of Supervisor approval, to such extent as permitted by law.

·Compiles data studies and analyzes past and current financial performance while working with the Borough Council, the Borough Manager and Department Directors in preparing and amending the Borough's annual budget; ensures adherence to established budgetary guidelines and requirements and assists in developing the Borough's long-term capital budgets.

·When applicable/required, assists in the preparation of request for proposals, awarding of contracts and monitoring procurement requirements as per the Borough Council and as documented in the Borough Code.

·Reviews purchase order requests to ensure compliance with applicable laws, Ordinances, Borough internal controls and current budget requirements.

·Responsible for oversight, preparation, administration and/or maintenance of all Borough accounting related transactions, data, reports, recordkeeping and compliance activities to include: pension records, reports, and administration, payroll records and any associated reports, including payroll deductions and distribution and/or
