SUMMARY: Under direct supervision maintain fire department apparatus and equipment; respond to fire alarms, emergency calls and non-emergency calls to protect life and property; provide aid during emergency and non-emergency calls for service including structure fires, traffic collisions, hazardous materials incidents, building collapses, and wild land fires; operate a variety of fire suppression and life-saving equipment; conduct and participate in fire training, fire prevention, public education, station and equipment maintenance activities; assist in all phases of fire suppression; perform related duties, as required. This position is considered FLSA non-exempt.

Definition: The term ("District") used throughout this job description means The Morongo Valley Community Services District.

Reporting Structure: This position reports directly to the Fire Captain and the Chief Officers. District fire personnel at the rank of Firefighter/Paramedic, Firefighter, and Reserve Firefighter report to this position (Fire Apparatus Engineer).

ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to the following:

  • Drive, operate, and maintain all firefighting and suppression apparatus and equipment.
  • Place apparatus in operation, lay hose, calculate, and monitor hydraulic conditions.
  • Direct engine hook-up, set up, and adjust controls to ensure proper water flow.
  • Operate water tender trucks including water shuttle operations and drafting.
  • Perform routine and minor repairs, as needed including pumping apparatus and aerial ladders.
  • Respond to emergency and non-emergency calls to protect life and property.
  • Assist in all phases of fire suppression and rescue operations.
  • Ventilate and enter burning structures to extinguish fires and rescue victims.
  • Operate pneumatic and auxiliary equipment such as generators and pumps.
  • Provide emergency and non-emergency medical service, as needed.
  • Respond to non-emergency calls for service, as necessary.
  • Operate and maintain fire station, fire station grounds, and associated equipment.
  • Initiates orders for supplies and repairs, assist in writing specifications for safety clothing and equipment.
  • Participate in testing all department equipment such as hoses, ladders, nozzles, ropes, protective breathing apparatus, and protective clothing.
  • Perform fire code inspections at engine company level.
  • Assist in the enforcement of fire prevention codes and ordinances.
  • Conduct investigations of fire scenes to determine the origin.
  • Prepare, submit, and maintain reports on fire suppression activities, incidents, apparatus maintenance and inventory.
  • Participate in training exercises, develop skills in fire suppression, medical aid, apparatus operation, physical fitness, and other related areas.
  • Provide support in the development of staff through training exercises and classroom instruction.
  • Perform salvage and overhaul operations to preserve property and remove hazards.
  • Respond to, assess, and mitigate hazardous materials incidents.
  • Temporarily acts as company officer in the absence of an assigned captain.
  • Maintain awareness of new development in the field of fire suppression/prevention and other fields relevant to assigned responsibilities.
  • Participate in public education activities related to fire department functions and Community Risk Reduction initiatives and techniques.
  • Attend and participate, as needed, District board meetings when on-duty.
  • Attend and participate in fire department auxiliary board meetings when on-duty.
  • May be required to serve as Duty Officer as needed to include weekends and holidays as directed.

MINIMUM QUALIFICATIONS:

Education, Training and Experience Guidelines:

Must be at least 21 years old and possess a High School diploma or equivalent supplemented by specialized firefighter and emergency medicine/paramedic training. Successful completion of a California State Fire Marshal Accredited Basic Firefighter Academy and/or possess a Firefighter I and II certificate and two years full-time experience as a Firefighter EMT or Firefighter/Paramedic. Prior experience in fire suppression, rescue, and Emergency Medical Services/Paramedic is required. Applicant must pass a criminal background check, Department of Motor Vehicles records check, and a drug screen prior to appointment or hire date.

Knowledge of:

  • Procedures and equipment used in modern firefighting and emergency medical response.
  • Operation, use, and maintenance of pump engines, fire apparatus and other fire equipment.
  • Principles of fire apparatus hydraulics.
  • Principles of providing emergency care at the basic life support level.
  • Methods and techniques of handling hazardous materials.
  • Principles and practices of modern fire suppression and prevention.
  • Methods and techniques of public relations and instruction related to fire suppression and prevention.
  • Geography and water systems of the District and surrounding areas.
  • Pertinent federal, state, and local laws, codes and regulations governing fire prevention and aircraft rescue and firefighting services.
  • Technical rescue techniques including the use of ropes, mechanical apparatus, and specialized rescue tools.

Skill in:

  • Driving, operating, and maintaining associated fire suppression and emergency medical response vehicles, apparatus, and equipment.
  • Firefighting, rescue, and emergency and non-emergency medical response activities.
  • Performing a variety of fire suppression activities.
  • Interpreting and applying applicable federal, state, and local policies, laws and regulations governing firefighting.
  • Performing advanced hydraulic calculations and applying these functions to fireground pumping evolutions.
  • Responding to requests and inquiries from the public.
  • Providing public information and education regarding fire prevention and fire department activities.
  • Preparing a variety of technical and operational reports.
  • Observing and following safe firefighting and work practices.
  • Operating office equipment including computers and supporting word processing and spreadsheet applications.
  • Communicating clearly and concisely, both orally and in writing.
  • Maintaining physical condition appropriate to the performance of assigned duties and responsibilities.
  • Maintaining effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, writing, and operating assigned equipment.
  • Providing efficient customer service and communicating clearly and objectively both verbally and in writing.
  • Organizing with the ability to prioritize work and exercise independent judgment, wisdom, common sense, and initiative.
  • Thoroughly carrying out oral and written instructions.
  • Establishing and maintaining effective working relationships with those contacted in the course of work, including District and other government officials, community groups, and the public.
  • Applying safe work practices.
  • Current State of California Emergency Medical Technician or Paramedic certification/licensure with eligibility to work under the Inland Counties Emergency Medical Agency policies within 45 days of employment.
  • California State Fire Marshal's Office (CSFM) Driver Operator 1A & 1B or CSFM Driver/ Operator pumper certification or equivalent is required.
  • California State Fire Marshal's Office Firefighter I and II certification is required.
  • Valid Physical Ability (Biddle or CPAT) dated within 1 year of the recruitment closing date is required.

LICENSE AND CERTIFICATION REQUIREMENTS:

  • Must possess a valid California class "C" driver's license with a Firefighter endorsement upon hire and maintain throughout the length of employment with the District.
  • Successful completion of California State Fire Training Driver/Operator 1A and 1B or equivalent to meeting the NFPA 1002 Standard.
  • Current State of California Emergency Medical Technician or Paramedic certification/licensure with eligibility to work under the Inland Counties Emergency Medical Agency policies or ability to achieve accreditation within 45 days of appointment is required.
  • Must possess an American Heart Association BLS CPR Provider certification.
  • California State Fire Marshal Firefighter I and II certification or equivalent is required.
  • Fire and Emergency Services Instructor I certification from State Fire Training within one year of hire or appointment.
  • Must possess current certification in Hazardous Materials Operations that meet 29 CFR q) requirements.
  • Incident Command System 300 course certification within one year of hire date or appointment.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed both within the fire station near other workers and in various outdoor climates and conditions. Incumbent must be physically able to perform strenuous and hazardous tasks under emergency conditions and must have the stamina and the mobility to work a minimum of a 48-hour shift and to respond to major fire alarms and medical calls for service. Work is performed in a variety of environmental conditions, both indoors and out, with exposure to wide temperature variations, noise, vibrations, fumes, smoke, grease, machinery and its moving parts, odors, dust and irritating or hazardous materials and chemicals. Protective clothing helmets, gloves, boots, etc., are required while responding to emergency calls. Incumbent must be able to meet the following physical demands: Running, bending, stooping, climbing, pulling, and repetitive lifting of heavy objects. Incumbent must be able to pass the medical examination required of fire personnel to ensure fitness for duty. Ability to see and hear in the normal range with or without correction and communicate verbally and in written form with great clarity and must be able to be understood in situations with high degrees of noise. Possess the strength, stamina, and aerobic capacity to work effectively during prolonged periods of strenuous activities including hiking, lifting heavy objects, climbing ladders, operating heavy machinery, repetitive body movement, crawling, all while wearing protective clothing and equipment. Ability to work at heights, confined spaces, and dark environments while wearing protective gear and breathing apparatus. Enough manual dexterity which permits the employee to operate equipment used in firefighting. Enough personal mobility and physical reflexes, which permits the employee to perform all duties involved in protecting life and property. Enough vision and other powers of observation, with or without reasonable accommodation, which permits the employee to effectively operate at a fire or related emergency scene. Incumbent will be required to respond to emergencies after regular working hours and on weekends and must be willing to work an irregular schedule, which will include weekends, holidays, evenings and/or varying hours.
