Job Summary:
This is a professional, operational management position responsible for planning, organizing, coordinating, directing, and evaluating all aspects of the effective economical management and maintenance of City vehicles and related fleet equipment as well as all work performed by the Fleet Management Division of Public Works. Assignments and expectations are received from the Public Works Director or their designee and are usually broad in scope requiring independent judgment and decision-making.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the community of choice in Tampa Bay.
Leadership

Management
- Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
- Follows suggested procedures to assure the highest standards of risk management, employee safety and risk avoidance
- Coordinates division data for the preparation of the department's budget; prepares justifications and monitors line items as needed
- Communicates with other departments to assist in their budget or capital improvement plan preparation
- Selects, trains, motivates and evaluates assigned personnel
Technical
- Establishes an effective and economical, vehicle asset preventive maintenance program and creates maintenance schedules for all the City vehicles and related equipment
- Plays a key role in planning, coordinating, and administering the City's vehicle and equipment replacement program
- Confers with staff, both within and outside of the Fleet division as appropriate
- Responsible for the overall maintenance and upkeep of the fleet garage and automotive parts room facility as well as the City's Fuel Management System
- Researches, analyzes and prepares reports as directed
- Investigates the need and determines the type of new equipment needed to properly maintain City-owned vehicles in accordance with City, state, and federal regulations
- Responds to and resolves customer inquiries and complaints
- Ensures that vehicle maintenance, repair, and rehabilitation work is assigned to the proper mechanics with the lead mechanics and fleet supervisor
- Reviews fleet status, analyzes equipment usage, and makes recommendations based upon user department needs
- Researches and consults with vendors concerning vehicle and equipment specifications, warranties, performance criteria, and available options or equivalents
- Designs modifications to equipment as needed
- Coordinates with user departments and prepares bid specifications for their vehicles and equipment; takes vehicle purchases to the City Commission for approval
- Reviews and recommends bid awards and monitors progress
- Works to stay knowledgeable of current vehicle and equipment advances, developments, and technology
- Plays a key role in the coordination of the division's safety program, keeps abreast of Occupational Safety and Health Administration (OSHA) regulations
- Serves as the division environmental officer, stays abreast of applicable Environmental Protection Agency (EPA) regulations
- Works with employees to correct deficiencies
- Identifies sources for other necessary training and conducts training sessions; maintains department training records
- Communicates with the Office of Management and Budget to ensure all purchases comply with applicable City, state, and federal regulations
- Oversees the reorder of stocked items and purchase of special-order items
- Assists in resolving discrepancies between the department and suppliers
- Processes and monitors emergency and priority purchases; establishes contracts for the procurement of repair parts, lubricants, and sublet repair services

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
- Bachelor's Degree in Engineering, Business Administration, Public Administration, Transportation, or a closely related field and eight years of progressively more responsible experience in a leadership position overseeing large department(s) of municipal or county government
- Experience in overseeing operations and maintenance of a fleet consisting of more than 650 vehicles including Police and Fire/Rescue vehicles, solid waste collection vehicles, construction equipment, light and heavy duty vehicles
- Preferred Experience
- with an Alternative Fuel vehicle fleet
- in developing fleet charge-back rates
- in measuring fleet availability and downtime
- in technician time measurement
- in developing and tracking cost per meter/mile (CPM), repair hours by repair type, cost by equipment class, scheduled repair rate
- Certified Automotive Fleet Manager or Certified Public Fleet Professional Credential and Automotive Services Excellence Certification preferred
- Valid Driver's License
Knowledge, Skills, and Abilities:
- Knowledge of and ability to manage automated Fleet Management software programs with experience in migrating from one platform to another
- Thorough knowledge of:
- construction, adjustment, and maintenance of diversified mechanical equipment including heavy trucks, construction, and industrial type equipment, as well as light duty and passenger vehicles
- operation and repair of internal combustion gasoline, diesel engines, and chassis parts
- occupational hazards and safety precautions of the trade
- use, management of, and administration of fleet asset management computer programs and systems
- computer programs, including Fleet Management, word processing, spreadsheets, databases, etc.
- Ability to:
- plan, organize, supervise, and manage the performance of a varied staff of skilled and semi-skilled trades
- establish and maintain effective working relationships with subordinates and City officials
- communicate clearly and concisely, both orally and in writing
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 60% inside a climate-controlled building; 40% outside which may include driving.
Physical Requirements: The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The work requires frequent: repetitive motions. The work requires occasional: bending/stooping, fine manipulations, and reaching. Rarely, the work requires: climbing, grasping, kneeling, pushing, light lifting/carrying objects weighing 15 pounds and under, moderate lifting/carrying objects weighing 15 to 44 pounds, and heavy lifting objects weighing 45 pounds and over.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation in person or on the telephone, and ability to detect specific noises and the proper equipment operation. Speaking: Ability to communicate orally with others in person, on the telephone, and while giving formal presentations to groups. Seeing: Ability to see and read computer monitor screens, operate a vehicle, and read fine print.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators, and all associated software. The work also requires proficiency with computer hardware and software programs including word, spreadsheet and/or database applications, internet applications, and database management.
