PROJECT MANAGER – PUBLIC WORKS
The City of Kennedale, Texas (pop. 10,233) is seeking a Public Works Project Manager. Kennedale is located just southeast of Fort Worth. Join our team as a Public Works Project Manager and help shape the future of Kennedale's infrastructure In this role, you'll lead the planning, design, and construction of public works projects including streets, utilities, and flood control systems. You'll manage contracts and consultants, oversee project budgets and schedules, review engineering plans and specifications, and ensure projects are completed on time and within scope. JOB RESPONSIBILITIES
This position performs a variety of professional project management duties related to the planning, design, construction, and administration of public works and infrastructure projects. Responsibilities include:
· Managing capital improvement projects, including planning, inspection, budgeting, scheduling, and contract administration.
· Reviewing and evaluating engineering documents, cost estimates, environmental reports, and technical specifications.
· Preparing and administering consultant and construction contracts; monitoring progress, maintaining records, and ensuring compliance with standards and timelines.
· Conducting field inspections, addressing constructability issues, negotiating change orders, and preparing progress reports.
· Preparing studies, reports, and plans for future infrastructure improvements such as streets, utilities, and flood control systems.
· Coordinating with developers, contractors, consultants, and the public on design standards and construction requirements.
· Preparing RFPs and bid documents; participating in consultant and contractor selection and contract negotiations.
· Attending professional meetings and performing related duties as assigned.
· Adhering to assigned work schedules and City policies and procedures.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of:
· Principles and practices of civil and construction engineering, infrastructure design, and project management.
· Materials, testing methods, and construction standards for water, wastewater, and related systems.
· Federal, State, and local laws, codes, and regulations, including TCEQ standards.
· Current developments, best practices, and relevant software tools (word processing, spreadsheets, project management).
Skill in:
· Project coordination, organization, and time management.
· Customer service, communication, and interpersonal relations.
· Problem-solving, troubleshooting, and use of technology in project administration.
Ability to:
· Plan, direct, and oversee complex public works and infrastructure projects.
· Interpret and apply engineering standards, regulations, and design requirements.
· Conduct field inspections and contract administration to ensure quality and compliance.
· Analyze data, evaluate bids and cost estimates, and prepare technical reports.
· Collaborate effectively with contractors, consultants, staff, and the public.
· Communicate clearly, both verbally and in writing, and manage multiple priorities.
QUALIFICATIONS
· Education: Bachelor's degree in engineering, construction management, physical science, or a related field.
· Experience: Two (2) to four (4) years of increasingly responsible experience in infrastructure or public works project management.
· Licenses/Certifications (Preferred): TCEQ Water Distribution and Wastewater Collection Licensure, PMP, CCM, or CPWP-M certification.
· Other Requirements: Valid Texas Driver's License.
