Position Overview

The Division of Developmental Disabilities is seeking to hire a Human Resources Specialist for the Murray Developmental Center located in Centralia, Illinois to serve as Labor Relations Administrator. Serves as advisor to the Center Director and other administrative staff on labor relations. Administers all negotiated collective bargaining agreements affecting the Center. Schedules and chairs labor management meetings. Serves as full-line supervisor. Assists in the development of written policies and procedures related to employee/management issues.

Essential Functions
  • Serves as Labor Relations Administrator for the Murray Developmental Center.
  • Schedules and chairs labor management meetings.
  • Serves as Managements Administrator on all discipline.
  • Serves as full-line supervisor. 
  • Assists in the development of written policies and procedures related to employee/management issues.
  • Serves on various facility committees.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college and two (2) years of professional human resources experience. 
Preferred Qualifications
  • Two (2) years of professional experience working with human resources and labor relations rules, regulations and procedures for a public or private organization.
  • Two (2) years of professional experience with labor relation activities, including negotiations, grievances and contract interpretations, while utilizing ethical practices and procedures.  
  • Two (2) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
  • Two (2) years of professional experience providing advice and counsel to employees and senior leaders regarding labor relations issues. 
  • Two (2) years of professional experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of work performed.
  • Two (2) years supervisory experience and/or lead worker experience including assigning work, providing guidance to subordinates and training staff.
Conditions of Employment
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
  • Requires the ability to serve as Administrator on Duty (AOD) on a rotating schedule exercising full authority on-call, after business hours, weekends and holidays.
  • Requires the ability to utilize office equipment, such as personal computers.
  • Requires the ability to travel in the performance of job duties.
