This is a Management Service position for the Deputy Director, Facilities Management Division, Maryland State Police and serves at the pleasure of the Appointing Authority.

Main Purpose of JobThe main purpose of this position is to provide administrative oversight for all maintenance, renovation, emergency repair, and facilities infrastructure enhancements for MSP facilities statewide. This oversight is necessary to ensure field maintenance personnel are properly monitoring and addressing projects involving electrical, mechanical, plumbing, structural, ADA compliance, asbestos and lead abatement, renovations, building additions and barrack upgrades. This position involves varying levels of project management, including contract with many levels of government and numerous commercial vendors. The position reviews the annual inspections of agency buildings to properly address and prioritize preventative maintenance and project justifications. It also monitors internal requests submitted through the web ticketing system for service to ensure personnel address facility issues in a timely manner. This position assumes full responsibility for the Facilities Management Division in the absence of the Director.
POSITION DUTIESDirectly supervises Facilities Management staffing, to include Administrative Operations, Fuel Administration, and all Security Operations. This includes addressing staffing vacancies, Division personnel Performance Evaluations, and project assignment according to skills in trades and/or license.
Act as first line supervisor to Administrator III Operations Environmental Compliance Specialist, and the Security and Training Specialist. Ensure maintenance team is actively engaged in the maintenance, renovation, emergency repair, and facilities infrastructure enhancements for MSP facilities statewide.
Identify areas where the agency should create/pursue service contracts to accomplish Division program objectives within fiscal constraints.
Monitor maintenance contracts to ensure contractors are completing work according to contract specifications.
Provide operational input to architectural and engineering design team(s) to ensure feasibility of proposed drawings and space utilization during pre-construction conferences.
Provide operational input to design team(s) regarding various security elements at MSP facilities.
Coordinate and oversee annual facility inspections from Facilities Management personnel.
Directly oversee the Division's Decentralized Line Inspection Program.
Develop, review, and update Division Standard Operating Procedures (SOPs).
Ensure Division complies with all Environmental Compliance Programs to include Waste Disposal, Hazardous Waste, Petroleum Storage and Handling, Air Quality, Wastewater Discharges, Pesticide Use, Right to Know, and Toxic Release Inventory.
All other duties as assigned by the Director.
MINIMUM QUALIFICATIONSEducation: Graduation from an accredited high school or possession of a high school equivalency certificate (GED).
Experience: Six (6) years of experience in the comprehensive review of implementation of buildings and grounds maintenance and repair programs. Two (2) years of which must have been at the administrative level with responsibility for fiscal planning to include cost analysis; procurement to include development of specifications and construction management; energy use analysis; and management and supervision of staff
.
Note: Education from an accredited college or university may be substituted for the non-administrative experience on a year-for-year basis for up to four years of the required experience. Preference will be given to disciplines in civil, electrical, mechanical or structural engineering.
DESIRED OR PREFERRED QUALIFICATIONSPreferred Qualifications:
Have experience in Project Management to include electrical, mechanical, ADA compliance, asbestos and lead abatement, renovations, building additions and upgrades.
Have experience in building construction and design.
Have experience in facilities management in terms of planning, organizing and managing routine maintenance as well as emergency repair.
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTSIn accordance with Section b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.
SELECTION PROCESSThe selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select the individual to fill the vacancy.
EXAMINATION PROCESSThe examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
