The Business Intelligence (BI) Architect will design, modernize, and support the U.S. Department of Labor's enterprise reporting and data architecture. This role is responsible for developing and optimizing data models, reporting frameworks, and ETL processes that support the agency's mission. Power BI is the primary reporting platform, with some legacy reporting still performed through SQL Server Reporting Services (SSRS).
The ideal candidate possesses deep expertise in data modeling, BI development, DAX, and SSAS/Power BI tabular model design, with the ability to translate complex business requirements into scalable, secure, and efficient enterprise reporting solutions. This position requires strong analytical capabilities, a consultative approach, and the ability to work with both business stakeholders and IT teams.
Key Responsibilities
- Design and maintain conceptual, logical, and physical data models to support enterprise reporting and analytics.
- Develop and optimize metadata schemas, taxonomies, ontologies, controlled vocabularies, and data dictionaries.
- Ensure reporting models adhere to security, performance, and data governance best practices.
- Lead the development of BI solutions using Power BI, including datasets, reports, dashboards, and templates.
- Modernize existing reporting infrastructure and assist DOL with streamlining and improving current BI processes.
- Design SSAS Tabular and Power BI data models; implement advanced DAX for custom calculations and analytics.
- Support legacy reporting environments (SSRS, Oracle-based reporting) during transition to modern BI platforms.
- Build and maintain ETL pipelines required to populate tabular models from Oracle and other source systems.
- Conduct source system analysis, data profiling, and identify data quality issues across structured and unstructured data.
- Recommend and implement data integration architectures aligned with agency goals and mission objectives.
- Work directly with business stakeholders to understand requirements, ask clarifying questions, and translate needs into actionable data model designs.
- Provide technical direction to development teams and collaborate with cross-functional staff to deliver BI solutions.
- Support design of search and data retrieval capabilities for enterprise information systems.
- Ensure all data solutions comply with FISMA Moderate security requirements and federal data-handling standards.
- Maintain high-quality documentation, change control, and data governance standards.
- Troubleshoot, research, and resolve complex data and reporting issues as they arise.
Required Qualifications
- Bachelor's degree in Computer Science, Data Science, Information Systems, Mathematics, or a related field; equivalent experience accepted.
- 8+ years of experience in data modeling (conceptual, logical, physical) for enterprise or data warehouse environments.
- Extensive experience developing BI solutions in Power BI (datasets, reports, dashboards, visualizations).
- Advanced proficiency with DAX and designing SSAS Tabular or Power BI Tabular models.
- Strong ETL development experience, especially sourcing models from Oracle databases.
- Experience with SQL-based reporting tools: SSRS, SSAS, and legacy reporting environments.
- Proficiency with SQL, including PostgreSQL, SQL Server, and Oracle SQL.
- Strong analytical skills with the ability to work with large, complex datasets and understand interdependencies.
- Experience translating business requirements into technical designs and BI architecture.
- Experience with metadata management, data governance, and data quality frameworks.
- Knowledge of AI/ML concepts and integrating Power BI with cloud-based AI/ML services.
- Experience working within Agile SDLC environments.
- Excellent written and verbal communication skills; ability to collaborate in both business and technical contexts.
- Proven success performing similar duties on prior projects.
Preferred Qualifications
- Experience with case management systems in a regulatory, law enforcement, or public-sector environment.
- Experience working on federal contracts or within federal agencies.
- Familiarity with data replication, migration, and database design principles.
Additional Requirements
- Ability to obtain and maintain a Public Trust clearance (if required by DOL).
- S. Citizenship or lawful status sufficient to meet federal suitability requirements (as applicable).
