GAI Consultants is seeking a Project Environmental Compliance Specialist with experience in environmental compliance support to work within the Civil and Environmental Engineering (CEE) Business Sector within our Power & Energy Business Unit.
This position will require technical analysis and writing skills, support of and some demonstration of project management skills as well as some necessary travel to various project sites in the Midwestern and Mid-Atlantic Regions.

This position will afford an excellent opportunity for the individual to expand their experience and knowledge base in federal and state environmental regulations and methodologies primarily in Pennsylvania, Ohio, West Virginia, Maryland, and Virginia.
The successful candidate will serve as technical specialist and an assistant manager to perform, with minimal supervision, various assignments including, but not limited to those listed below.
*Essential Duties And Responsibilities: *
Assisting with the management and technical oversight of various environmental engineering and compliance projects and tasks for the CEE Environmental Engineering and Compliance Division including
the preparation of permit applications (earth disturbance permit applications, air compliance permits, etc.),
- Sound and Noise Studies,
- Spill Response Plans (Including Spill Prevention, Control, and Countermeasure (SPCC) Plans) and secondary containment services associated with SPCC,
- Environmental Monitoring and Oversight (including Erosion and Sedimentation Control (E&SC) field compliance and Sound Monitoring),
E&SC Plans, Stormwater Management Plans, and Permit National Pollutant Discharge Elimination System (NPDES) coordination and termination assistance.
On occasion, assisting with performing and/or conducting Phase I and II ESAs and hazardous waste due diligence investigations on various types of sites, including rural/agricultural, residential, commercial, and industrial properties.
- Researching and understanding applicable federal, state, and local laws and regulations regarding environmental compliance, waste, chemicals, hazardous substances, and remediation programs (e.g., CAA and SPCC regulations, CERCLA, RCRA, TSCA, EPCRA, VCP, etc.).
- Supervising staff performing and on occasion performing field monitoring of erosion and sediment (E&S) controls on various types of construction Projects (linear and site-based) while working independently.
- Reviewing and understanding specifications, permits, and permit conditions as well as E&S control and stormwater plans associated with both site and linear construction Projects.
- Preparing and/or reviewing periodic monitoring reports based upon field observations. Reports may be submitted via paper report or electronically as required.
- Agreeing and adhering to the Health and Safety requirements of GAI Consultants and GAI's clients.
- Maintaining QA/QC standards and adhering to the Quality Management System procedures of GAI Consultants and the quality procedures of GAI's clients.
*Qualifications
Required: *
- Able to assist with managing and/or leading field studies and data collection; Generates well written, technically sound documents with little assistance from senior staff and requiring minor edits; Agency interface; Data analysis and interpretation; ability to research Federal, State, and local applicable environmental regulations and guidance and applies them to project specifics, understand when and how to consult with agencies, and duties as required; May become specialized within a specific discipline; actively pursues and participates in technical training for career enhancement.
- NOTE: The candidate may be requested to provide an environmental compliance writing sample or similar document.
- Excellent written and verbal communication skills and technical writing ability.
- Minimum of a Bachelor's (B.S.) degree from an accredited college with an engineering/environmental/science focus.
- Candidate must be proficient in using Microsoft (MS) Word, Excel, and MS Office applications and be familiar with report, database, and form completion through both MS Word applications (e.g., Access, SQL) and online programs.
- Ability to effectively manage and/or mentor employees and act as an assistant manager and/or task manager on environmental compliance projects.
- Understanding regulations and proposed regulation changes and agency protocols and requirements.
- Knowledge of National Pollutant Discharge Elimination System (NPDES) regulations and permitting and familiarity with environmental agency E&S control guidelines and best management practice (BMP) designs, construction, and maintenance. Consideration will be given to candidates that can demonstrate experience.
- A valid driver's license along with ability to pass required screening to drive a GAI vehicle.
- Must be flexible. Occasional regional travel will be expected as part of this position.
Preferred:
(Not required, but candidates that demonstrate these qualifications will be given preference)
- Ability to utilize electronic location devices such as a GPS or a GPS enabled device to collect data tied to a Project location.
- Experience with spill response planning and knowledge of the Oil Pollution Prevention Act Regulations (40 CFR 112).
- One to two years plus of experience with air pollution, compliance, and permitting support.
- Basic knowledge of sound/noise studies including field monitoring and sound modeling.
- Basic knowledge of Phase I/II ESA, hazardous waste due diligence investigations.
- One to two years of demonstrated experience in performing and/or supervising environmental field monitoring. Consideration will be given to candidates that can specifically show E&S control monitoring or similar experience.
- Comprehension of E&S control BMP concepts, designs, and maintenance requirements.
- Experience in SWPPP, NPDES Permit Application and/or Erosion and Sediment Pollution Control Plan Development.
- Experience with waste management (i.e., waste identification/evaluation/verification, sampling, storage, and disposal).
- Proficiency with AutoCAD and/or GIS (ArcGIS).
- Professional Engineer or Engineer-in-Training.
- Certifications: Qualified Environmental Inspector (PA), Responsible Person for Erosion and Sediment Control (MD), Certified Erosion, Sediment, and Stormwater Inspector (CESSWI), Certified Professional in Erosion and Sediment Control (CPESC), Certified Virginia (VA) Erosion and Sedimentation Inspector. Certified VA Stormwater Management Inspector; or similar applicable/pertinent certifications
- Trainings: ASTM Phase I ESA, RCRA, OSHA.
*Physical Demands And/or Other Job Information: *
- Ability to walk moderate distances through unimproved terrain, utility rights-of-way, in remote areas, etc.
- Ability to lift up to 50 pounds.
- Ability to hear and visualize potential hazards during fieldwork or site visit situations.

- Begins to learn specialized knowledge in the environmental sciences gained through advanced degree or extensive experience in the field: Oversight of task managers'; Coordination of project tasks; Reviews project documents; Carries out complex assignments requiring industry-current techniques or procedures; Agency and subconsultant interface; Focus on data analysis, interpretation, and review; Serves as a peer advisor with regards to area of specialization; mentors junior staff.

- Begins to perform task management.
Management Responsibility
- Begins to assist with the supervision of technical studies within assigned tasks; Can serve as task manager on small to medium tasks requiring specialized technical expertise; Maintains GAI's procedures and protocols; Assists with identifying and scoping technical studies required for projects.
- Guidance and oversight from Project Managers and task managers in specific environmental areas.
*Communication Skills *
- Possess effective oral and written communication skills; interacts well with other staff; interacts with Project and Task Managers and various Department Managerial Staff, interacts with clients on technical issues at regular project meetings.
