Position Summary:

The Learning Management Systems (LMS) Operator supports the development, maintenance, and execution of education and training programs for the U.S. Army Institute for Religious Leadership (USA-IRL). This position plays a critical role in ensuring that Soldiers and Army Chaplain Corps personnel have access to efficient, structured self-development and professional learning opportunities. The LMS Operator will manage course materials, maintain learning content, and provide technical and administrative support for resident and distributed learning programs using Army-approved platforms such as the Learning Management System (LMS), Army Training Resource and Readiness System (ATRRS), and SharePoint.

Key Responsibilities

  • Operate and maintain the USA-IRL Learning Management System (LMS) to ensure proper functionality, data integrity, and user access management.
  • Upload, organize, and maintain course materials, lesson plans, assessments, and multimedia content.
  • Coordinate with the ATRRS Operator to ensure alignment between systems for course registration, scheduling, and completion tracking.
  • Provide user support and troubleshoot LMS issues for faculty, staff, and students.
  • Monitor student progress, generate reports, and maintain course completion records.

Training Development Support

  • Support curriculum development in coordination with the Writer/Instructor Developer and Course Managers.
  • Prepare, review, and revise lesson plans, PowerPoint presentations, student handouts, rubrics, and practical exercises in accordance with Army Learning Model (ALM) standards.
  • Apply the ADDIE process (Analysis, Design, Development, Implementation, Evaluation) to ensure high-quality learning materials.
  • Assist in transitioning existing content to digital and distributed learning formats.
  • Develop instructional quick guides, standard operating procedures, and checklists for LMS users.

Quality Assurance & Compliance

  • Ensure all course materials comply with U.S. Army Training and Doctrine Command (TRADOC) regulations and institutional training requirements.
  • Maintain up-to-date documentation and records in accordance with USA-IRL and Army policies.
  • Conduct regular reviews of LMS content, course schedules, and user feedback to identify and implement improvements.
  • Coordinate with course managers and developers to integrate updates into the LMS and related systems.

Collaboration & Communication

  • Work closely with the Writer/Instructor Developer, ATRRS Operator, and Course Managers to ensure synchronization of course data and content delivery.
  • Participate in regular team meetings to provide technical updates, identify training gaps, and recommend solutions.
  • Support the implementation of distributed learning and hybrid delivery methods to expand access to professional education.

Required Qualifications:

  • Bachelor's degree in Education, Instructional Technology, Information Systems, or a related field (or equivalent experience).
  • Minimum of 3 years of experience administering or supporting an LMS (e.g., Blackboard, Moodle, Canvas, Army Learning Management System).
  • Working knowledge of Army training systems, including ATRRS, SharePoint, and MS Teams.
  • Experience supporting curriculum development using ADDIE methodology.
  • Strong technical and analytical skills; ability to troubleshoot system and user issues.
  • Excellent written and verbal communication skills.
  • Must be able to obtain and maintain a favorable background check or security clearance as required by the contract.

Preferred Qualifications:

  • Prior experience working in a military education or training environment.
  • Familiarity with TRADOC Regulation Army Learning Policy and Systems).
  • Experience supporting hybrid or distributed learning programs.
  • Knowledge of Chaplain Corps training or related Army professional development frameworks.

Performance Standards:

The LMS Operator shall perform all duties in accordance with the standards, policies, and acceptable quality levels defined by the Performance Work Statement (PWS) and related Army regulations.

Pay: $ $31.00 per hour
