Role Overview

The HR Compliance and Training Manager is responsible for developing CAA's compliance and training framework to ensure organizational compliance with all applicable employment laws and regulations while developing and managing company-wide training and development initiatives. This role combines expertise in HR compliance with a passion for employee learning, fostering a culture of integrity, accountability, and continuous growth. The Manager serves as the subject matter expert on HR compliance and leads efforts to design, implement, and maintain a robust learning framework—supporting both regulatory adherence and professional development across the organization.

Key Responsibilities

Compliance Management

  • Develop and implement an HR compliance framework to ensure compliance with all federal, state, and local jurisdiction employment laws.
  • Monitor federal, state, and local employment laws and regulations, ensuring HR policies, practices, and documentation remain updated.
  • Conduct periodic audits of HR policies, records, and practices to identify potential risks and recommend corrective actions.
  • Advise HR leadership and business partners on regulatory changes, compliance trends, and risk mitigation strategies.
  • Maintain HR compliance policies, employee handbook and compliance training.
  • Oversee compliance training initiatives such as harassment prevention, data privacy, bribery and corruption, and conflict of interest.
  • Coordinate and respond to compliance-related inquiries, audits, or investigations.
  • Prepare compliance related reports such as: EEO-1, 5500 filing, etc.
  • Support ethical practices and ensure consistency with the organization's values in all HR operations.

Training and Development

  • Select, launch, and maintain a Learning Management System (LMS) to deliver, track, and report on employee training in alignment with Knowledge Management platform, company goals and compatibility with Workday ERM
  • Partner with leaders and subject matter experts to identify training needs that enhance skills, knowledge, and performance.
  • Develop or source, onboarding, leadership development, and compliance-based learning programs for all levels of employees.
  • Evaluate training effectiveness through feedback, assessments, and performance metrics to drive continuous improvement.
  • Manage vendor relationships for external training and professional development resources.
  • Foster a culture of continuous learning that supports organizational growth and employee engagement.
  • Other duties as assigned.

Skills & Competencies

  • Strong instructional design and facilitation skills.
  • Proven ability to create scalable training solutions in a fast-paced or start-up environment.
  • Excellent communication, project management, and stakeholder collaboration skills.
  • Knowledge of adult learning principles and digital learning trends.
  • In-depth knowledge of US employment laws and HR best practices.

Qualifications

  • Bachelor's degree in Human Resources, Education, Organizational Development, or 7+ years experience.
  • Experience implementing and managing a Learning Management System (LMS) required.
  • SHRM CP or SHRM SCP Preferred
  • Deep knowledge of employment laws required.
  • 3–5 years' training development and delivery experience.

Compensation & Other Information

  • Location: Fully Remote
  • Pay Rate: Based on a variety of factors in accordance with applicable law including the successful candidate's relevant experience, skills, knowledge and experience.
  • Reports To: CHRO
