About DSS

The
New York City Department of Social Services (DSS)
supports millions of New Yorkers through essential programs that provide food, housing, healthcare, and employment services.

The
Information Technology Services (ITS)
division powers this mission — delivering the infrastructure, automation, and applications that make equitable service possible across the city.

As part of DSS's ongoing modernization efforts, ITS is seeking a
Business Analyst
to join the
Enterprise Document Automation (EDA)
initiative — a key project transforming how DSS creates, manages, and delivers vital communications to clients.

The Role

The
Business Analyst
will serve as the bridge between business needs and technical implementation within the
EDA Project
, which modernizes DSS's
IBM FileNet IS/P8
enterprise content management ecosystem.

You'll work closely with developers, QA teams, and stakeholders to define requirements, streamline workflows, and ensure all communications meet accessibility, compliance, and multilingual standards (per
Local Law 30
).

What You'll Do

  • Elicit and document
    functional requirements
    for forms, notices, and client communications that include dynamic data, variable text, and reusable components
  • Translate business needs into
    clear specifications
    for development, testing, and deployment
  • Define
    process flows
    and identify dependencies that affect document automation and translation workflows
  • Ensure compliance with
    LL30
    by designing requirements that support communications in
    12 languages
  • Review requirements and obtain stakeholder sign-off
  • Analyze current systems, document as-is processes, and recommend improvements
  • Facilitate
    cross-functional collaboration
    among technical teams, business stakeholders, and program leaders
  • Prepare management reports, progress updates, and documentation for leadership review

What We're Looking For

  • 5+ years
    of experience as a
    Business Analyst
    on enterprise-scale IT or document management projects
  • Strong ability to
    elicit, document, and validate requirements
    from diverse stakeholders
  • Experience with
    enterprise content management (ECM)
    or
    document automation systems
    (IBM FileNet, OpenText, or similar)
  • Familiarity with
    Agile
    or
    Waterfall SDLC methodologies
  • Understanding of
    workflow automation
    and
    data-driven communications
  • Experience with
    multilingual compliance or accessibility standards (LL30, 508, WCAG, etc.)
    preferred
  • Excellent written, verbal, and analytical communication skills
  • Experience in
    government or large public-sector projects
    is a plus
