Position Summary: The 911 IT Systems Technician works under the direct supervision of the 911 Coordinator and reports to the EMA Director and Deputy Director. The primary function of this job is to install, maintain, and repair computer hardware, software, and peripherals within the countywide 911 system. This includes performing minor system hardware and communication connection repairs, conducting basic diagnostic testing, and specialized telecommunications/data retrieval work involving assessment, reporting, feedback, and organization of call reviews.

A sample of illustrative duties includes:

  • Move, install, uninstall, and configure 911 computers and any associated peripherals for use on the network.
  • Install data communication cables throughout new and existing 911 primary sites and remote hosts.
  • Install, maintain, and uninstall end-user software.
  • Diagnose and resolve 911 system problems either by repairing the problem or accelerating the problem to the 911 Resolution Center, network engineer, or outside vendor.
  • Troubleshoot network, printing, and recorder problems and resolve or escalate issues to appropriate parties.
  • Compile data for public record requests off the recording system and, if subpoenaed, attend court to testify on the authenticity of 911 calls.
  • Support the 911 mapping PCs for the 911 dispatches equipment and remote locations (Minerva, Alliance, North Canton, Red Center, and CANCOM).
  • Provide training to 911 and off-site dispatch centers.
  • Respond to emergency calls for 911 related issues.
  • All other duties as assigned.

Qualifications and Education Requirements:

  • Completion of an Associate's Degree in computer science, engineering, or a relevant field OR at least one (1) year of experience working with 911/dispatch systems and technologies.
  • Work experience must include direct experience with PC installations, repair, testing, and troubleshooting.
  • Ability to work non-standard hours; be on call; coordinate and ensure services are operational on a continuous basis (24 x 7); and travel as necessary.
  • Possession of a valid State of Ohio Driver's License.

Salary:

JOB SUMMARY/PURPOSE:

The 911 IT Systems Technician I works under the direct supervision of the 911 Coordinator and reports to the EMA Director and Deputy Director. QUALIFICATIONS AND EDUCATION REQUIREMENTS

Knowledge of: This position requires an intermediate background in information technology and a strong knowledge of PC hardware installation, repair, testing and troubleshooting. The individual must possess the ability to communicate with staff of all levels of technical knowledge in all departments of the County. Must be self-motivated and must strive to continuously expand knowledge base.

Skills and Abilities to: Competent in the operation of office equipment and computer software (i.e. Microsoft Office), Computer Aided Dispatch (CAD), Adobe Acrobat; database and program specific software; communicate effectively in oral and written form; troubleshoot problem areas and formulate corrective measures; develop and maintain effective working relationships with associates, elected officials and other agencies and organizations.

ILLUSTRATIVE DUTIES AND RESPONSIBILITIES:

  • Move, install, uninstall and configure 911 computers and any associated peripherals for use on the network;
  • Install data communication cables throughout new and existing 911 primary sites and remote hosts;
  • Install, maintain and uninstall end-user software;
  • Diagnose and resolve 911 system problems either by repairing the problem, or accelerating the problem to the 911 Resolution Center, network engineer or outside vendor;
  • Troubleshoot network problems and work closely with 911 Resolution Center, network engineer or outside vendor;
  • Diagnose and repair printing problems, or accelerating the problem to the 911 Resolution Center, network engineer or outside vendor;
  • Diagnose and repair recorder problems, or accelerating the problem to the 911 Resolution Center, network engineer or outside vendor;
  • Troubleshoot and resolve software issues either by correcting the problem, or accelerating the problem to the 911 Resolution Center, network engineer or outside vendors;
  • Assist client base with any questions regarding hardware and software on 911 computers;
  • Compile data for any public record requests off the recording system and if subpoenaed, attend court to testify on the authenticity of the 911 calls.
  • Search for and examine documents related to call processing, including but not limited to CAD records, logging recorded, Intellicomm software, applicable educational material, and standards to prepare and disseminate EMD Q/A reports for individuals, teams, and departments as directed.
  • Provide benchmark assessments to inform each participating agency of their performance compared to generally accepted standards of maintaining QA/QI and continuing education files, records, and tracking logs.
  • Support the 911 mapping PCs for the 911 dispatches equipment and also at the remote locations which are Minerva, Alliance, North Canton, Red Center, and CANCOM;
  • Troubleshoot and resolve IT related issues and maintenance on 911, EMA, LEPC and Hazmat PCs and IT equipment;
  • Create data reports for dispatch agencies when requested;
  • Provide training to 911 and off-site dispatch centers;
  • Respond to emergency calls for 911 related issues;
  • Assists in daily office functions as directed and all other duties as assigned or required; Maintain required licensures and certifications; Demonstrate regular and predictable attendance;

WORK ENVIRONMENT AND PHYSICAL DEMANDS

  • May need to respond to emergency situations outside of regular business hours.
  • Most time is spent in office setting although may be expected to respond to a dispatch center during an emergency.
  • May require long periods of sitting with occasional bending, kneeling, crouching, and reaching when filing or performing other office duties.
  • May require light lifting (i.e. paper for printers) and use of general office equipment (i.e. computers, phones, printers, etc.).
